The City of New Bedford is soliciting proposals from qualified responders for a 5-year lease agreement for dining/café services on vacant city property located at the southwest corner of the intersection of Rt. 18 and Union Street, New Bedford, MA.
Sealed proposals will be received by the Purchasing Department until December 5, 2023 at 2:00 p.m. All proposals may be submitted electronically via Bidnet Direct at
https://www.bidnetdirect.com/massachusetts/newbedfordelectronically or by mail or in-person delivery to the Purchasing Department at 133 William Street, Room 208, New Bedford, MA 02740 during normal business hours (8:00 a.m. to 4:00 p.m.) until the above time and date.
Interested parties may obtain the Request for Proposals (RFP) beginning on October 24, 2023, by visiting the City of New Bedford webpage at newbedford-ma.gov/Purchasing, Bidnet Direct, or by emailing purchasing@newbedford-ma.gov. Questions concerning this RFP must be submitted in writing by email to purchasing@newbedford-ma.gov and received by the City on or before November 30, 2023 at 4:00 p.m. Questions will be answered via Addendum emailed to all parties on record as having received the RFP and posted publicly on the Purchasing Department’s page on the City of New Bedford’s website, as well as Bidnet Direct.
A bid deposit of five percent (5%) of the amount of the total base bid for the first year of the lease must be included with the proposal. Bid deposits of responders not awarded the contract will be returned. The bid deposit of the winning responder will be applied to the first-year lease payment.
Proposer must furnish a Non-Collusion Form and Statement of Tax Compliance with their bid.
The contract will be awarded within sixty (60) days after the proposal opening. The time for award may be extended by mutual agreement between the City and the awarded proposer.
No Proposer may withdraw their proposal for a period of sixty (60) days, excluding Saturdays, Sundays, and legal holidays, after the actual date of the opening thereof.
Site Tour: A non-mandatory site visit has been scheduled for Thursday, November 2, 2023 at
10:00 a.m. at the southwest corner of the intersection of Rt. 18 and Union Street, New Bedford, MA 02744.
