Questions concerning this Request for Qualifications must be submitted in writing to Jaime Flores at jflores@tows.org before 4:00 p.m. on February 28, 2023.

Completed proposals shall be submitted to Jaime Flores, Procurement Administrator, Law Department, 26 Central Street, Suite 32, West Springfield, MA by March 8, 2023 at 10:00 AM. All electronic (preferred) proposals can be submitted at: https://www.bidnetdirect.com/massachusetts/townofwestspringfield until 10:00 AM on March 8, 2023. Late proposals will not be accepted.

The designers shall be ranked based on qualifications. The design fee shall be negotiated with the designers in the order of their ranking.
