Sealed proposals for the construction of the 2021 Safety Path Program will be received at the Bloomfield Township Dave Payne Public Services Building, 1553 Exeter Road, Bloomfield Township, MI 48302 (part of the 4200 Telegraph complex) until 2:00 p.m. Local Time on Tuesday, September 7, 2021 at which time and place all bids will be publicly opened and read.
Bidders shall review and comply with the Instructions to Bidders, which are incorporated by reference, and carefully review all Contract Documents, as defined in the Instructions to Bidders. Bids submitted after the exact time specified for, receipt will not be considered.
The Contracts will consist of the following principal items of work and appurtenances as specified herein and shown on the Contract Drawings.
Description of Work
Division A – Telegraph Road, East Side, 14 Mile Road to Lincoln Road:
Construct approximately 10,800 sft of 4” and 6” thick concrete safety path and ADA ramps/landings, 105 syd of concrete drive approaches, miscellaneous landscaping, and other items for a complete project
Division B – Lahser Road, West Side, 14 Mile Road to Lincoln Road:
Construct approximately 11,275 sft of 4” and 6” thick concrete safety path and ADA ramps/landings, 340 syd of concrete drive approaches, 44 tons of asphalt, 848 ft of concrete curb & gutter, 586 ft of 12” storm sewer, 6 catch basins and inlets, tree and miscellaneous landscaping, and other items for a complete project
Copies of Plans and Specifications and Proposal Forms may be secured on or after 10:00 a.m. Local Time on Friday, August 20, 2021 at the offices of Hubbell, Roth & Clark, Inc., Consulting Engineers, 555 Hulet Drive, Bloomfield Hills, Michigan 48302‑0360.

A non-refundable payment of One Hundred ($100.00) Dollars is required to purchase the Procurement Documents. CHECK or CREDIT CARD is acceptable. CREDIT CARD information can be provided over the telephone or via email, or CHECKS, payable to “Hubbell, Roth & Clark, Inc.” can be mailed to the office. Procurement Documents will be sent electronically and shipped by UPS ground upon confirmation of payment. Procurement Documents can be shipped by U.P.S. ground for a shipping and handling charge of twenty ($20.00) Dollars, CHECK ONLY, non-refundable, to Hubbell, Roth & Clark, Inc.
Bidders are advised that to submit a proposal on this project, original documents purchased from Hubbell, Roth, & Clark, Inc. must be used.
Proposals submitted by Contractors who have been debarred, suspended, or made ineligible by any Federal Agency will be rejected.
Each bidder agrees to waive any claim it has or may have against the Owner, the Architect/Engineer, and their respective employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.
Each bid proposal shall be submitted on the proposal forms provided and shall be accompanied by a certified check, cashier's check or bid bond, executed by the bidder and Surety Company, payable to the Township of Bloomfield in the amount of Five Percent (5%) of the accompanying bid. Proposal Guarantee shall provide assurance that the bidder will, upon acceptance of the bid, execute the necessary contract with the Township. No bid may be withdrawn after scheduled closing time for receiving bids for at least sixty (60) days.
The successful bidder will be required to furnish satisfactory Performance, Labor and Material, and Maintenance and Guarantee Bonds.
The Township reserves the right to reject all bids and to waive irregularities in bidding.
The Township reserves the right to award Division A and/or Division B or to not award the project based on execution of easements.
The Township reserves the right hold the bid price for Division B for up to 120 days.
No Proposal will be received unless made on blanks furnished and delivered to the Bloomfield Township Dave Payne Public Services Building on or before 2:00 p.m. Local Time on Tuesday, September 7, 2021.
All Bidders must meet the requirements set forth in the Township’s prequalification statement. The Township will require at least three (3) satisfactory municipal references for similar work in the last two (2) years in Michigan for all contracts with a value greater than $50,000.00.
