Sealed proposals for the construction of the 2024 Safety Path Program will be received at the Charter Township of Bloomfield (aka. Bloomfield Township) Dave Payne Public Services Building, 1153 Exeter Road, Bloomfield Township, MI 48302 (part of the 4200 Telegraph complex – see location map in Appendix A) until 2:00 p.m. Local Time on Tuesday, July 16, 2024 at which time and place all bids will be publicly opened and read.
Bidders shall review and comply with the Instructions to Bidders, which are incorporated by reference, and carefully review all Contract Documents, as defined in the Instructions to Bidders. Bids submitted after the exact time specified for, receipt will not be considered.
The Contracts will consist of the following principal items of work and appurtenances as specified herein and shown on the Contract Drawings.
Description of Work
Grading and installation of approximately 3,011 linear feet of 5’ wide safety path along the west side of Telegraph Road, between Humphrey Avenue and the Orchard Lake Road southbound entrance ramp, through the undeveloped Desiax Avenue Right-of-Way (ROW) to the east side of Lafeyette and Maward Avenues, across Orchard Lake Road and adjacent to the east side of Pontiac Drive, including safety path lighting, traffic control, tree/vegetation removals, landscaping and restoration.
Copies of Plans and Specifications and Proposal Forms may be secured on or after 10:00 a.m. Local Time on Thursday, June 27, 2024 at the offices of Hubbell, Roth & Clark, Inc., Consulting Engineers, 555 Hulet Drive, Bloomfield Hills, Michigan 48302-0360.

Electronic and hard copies thereof for bidding purposes may also be obtained for a non-refundable fee of one hundred-twenty ($120.00) Dollars if picked up, or one hundred-forty ($140.00) Dollars if mailed, (Check or Credit Card Only) Payable to “Hubbell, Roth and Clark” for each set of Contract Plans and Specification Documents from the Office of Hubbell, Roth and Clark, 555 Hulet, Bloomfield Hills, Michigan 48302.
Bidders are advised that to submit a proposal on this project, original documents purchased from Hubbell, Roth, & Clark, Inc. must be used.
Proposals submitted by Contractors who have been debarred, suspended, or made ineligible by any Federal Agency will be rejected.
Each bidder agrees to waive any claim it has or may have against the Owner, the Architect/Engineer, and their respective employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.
Each bid proposal shall be submitted on the proposal forms provided and shall be accompanied by a certified check, cashier's check or bid bond, executed by the bidder and Surety Company, payable to the Township of Bloomfield in the amount of Five Percent (5%) of the accompanying bid. Proposal Guarantee shall provide assurance that the bidder will, upon acceptance of the bid, execute the necessary contract with the Township. No bid may be withdrawn after scheduled closing time for receiving bids for at least sixty (60) days.
The successful bidder will be required to furnish satisfactory Performance, Labor and Material, and Maintenance and Guarantee Bonds.
The Township reserves the right to reject all bids and to waive irregularities in bidding.
No Proposal will be received unless made on blanks furnished and delivered to the Bloomfield Township Dave Payne Public Services Building on or before 2:00 p.m. Local Time on Tuesday, July 16, 2024.
All Bidders must meet the requirements set forth in the Township’s prequalification statement. The Township will require at least three (3) satisfactory municipal references for similar work in the last two (2) years in Michigan for all contracts with a value greater than $50,000.00.
