Sealed proposals for the construction of the 2023-2025 Safety Path Repair Program will be received at the Bloomfield Township Dave Payne Public Services Building (part of the 4200 Telegraph complex) until 4:00 p.m. Local Time on Wednesday, March 22, 2023 at which time and place all bids will be publicly opened and read. Bid opening will commence at 4:10 p.m. Local Time on Wednesday, March 22, 2023 and will be read at the Township.
Bidders shall review and comply with the Instructions to Bidders, which are incorporated by reference, and carefully review all Contract Documents, as defined in the Instructions to Bidders. Bids submitted after the exact time specified for, receipt will not be considered.
The Contracts will consist of the following principal items of work and appurtenances as specified herein and shown on the Contract Drawings.
Description of Work
Year 1 of the project consists of repairing approximately 20,453 square feet of existing concrete safety paths, and drive approaches at various locations throughout the Township and Village. Miscellaneous curb, drainage improvements and other items may be included if involved with repairing the safety path.
This is a potential three-year project. The repair areas and quantities for Year 1 are included in the base bid for this contract. ESTIMATED quantities for Years 2 and Year 3 have been provided for the purpose of establishing unit prices that would be used for Year 2 and Year 3. There is no guarantee that additional work after Year 1 will be awarded. Years 2 and 3 will be issued by change order solely at the discretion of the Township. Based on Township budgets, and the success of the Year 1 work, work included for Year 2 and Year 3 could be issued at a later date through the change order process. Should additional work be issued, it is assumed it will be similar in scope the estimated quantities included in the Proposal. The Year 2 and 3 unit prices will be adhered to.
Copies of Plans and Specifications and Proposal Forms may be secured on or after 10:00am Local Time on Monday, March 6, 2023 from the offices of Hubbell, Roth & Clark, Inc., Consulting Engineers, 555 Hulet Drive, Bloomfield Hills, Michigan 48302‑0360.

Hard Copies thereof for bidding purposes may also be obtained for a non-refundable fee of Sixty ($60.00) Dollars, if picked up, or Eighty ($80.00) Dollars if mailed. CHECK or CREDIT CARD is acceptable. CREDIT CARD information can be provided over the telephone or via email, of CHECKS, payable to “Hubbell, Roth & Clark, Inc.” can be mailed to the office. Procurement Documents will be sent electronically and shipped by UPS ground upon confirmation of payment.
Bidders are advised that to submit a proposal on this project, original documents purchased from Hubbell, Roth, & Clark, Inc. must be used.
Proposals submitted by Contractors who have been debarred, suspended, or made ineligible by any Federal Agency will be rejected.
Each bidder agrees to waive any claim it has or may have against the Owner, the Architect/Engineer, and their respective employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.
Each bid proposal shall be submitted on the proposal forms provided and shall be accompanied by a certified check, cashier's check or bid bond, executed by the bidder and Surety Company, payable to the Township of Bloomfield in the amount of Five Percent (5%) of the accompanying bid. Proposal Guarantee shall provide assurance that the bidder will, upon acceptance of the bid, execute the necessary contract with the Township. No bid may be withdrawn after scheduled closing time for receiving bids for at least sixty (60) days.
The successful bidder will be required to furnish satisfactory Performance, Labor and Material, and Maintenance and Guarantee Bonds.
The Township reserves the right to reject all bids and to waive irregularities in bidding.
All Bidders must meet the requirements set forth in the Township’s prequalification statement. The Township will require at least three (3) satisfactory municipal references for similar work in the last two (2) years in Michigan for all contracts with a value greater than $50,000.00.
