Sealed proposals for the construction of the 2023 Retaining Wall Repair Program will be received at the Bloomfield Township Dave Payne Public Services Building, 1553 Exeter Road, Bloomfield Township, MI 48302 (part of the 4200 Telegraph complex – see location map in Appendix A) until 2:00 p.m. Local Time on Wednesday, January 31, 2024 at which time and place all bids will be publicly opened and read.
Bidders shall review and comply with the Instructions to Bidders, which are incorporated by reference, and carefully review all Contract Documents, as defined in the Instructions to Bidders. Bids submitted after the exact time specified for, receipt will not be considered.
The Contracts will consist of the following principal items of work and appurtenances as specified herein and shown on the Contract Drawings.
Description of Work
Project includes reconstruction, repair or removal of existing segmental block retaining walls at seven (7) separate locations located within the Township. In addition, the project includes removal of existing split rail wood fencing and replacement with commercial grade aluminum fencing at six (6) separate locations within the Township. Site Locations are right-of-way areas along arterial roadways and existing safety path routes in the Township. Site work varies, and includes clearing, removal of existing walls and regrading, sidewalk removal and replacement, reconstruction of existing segmental block retaining walls, removal of split rail fencing, installation of aluminum fencing, drainage improvements, landscaping, and associated restoration.
Copies of Plans and Specifications and Proposal Forms may be secured on or after 10:00 am Local Time on Wednesday, January 3, 2024 at the offices of Hubbell, Roth & Clark, Inc., Consulting Engineers, 555 Hulet Drive, Bloomfield Hills, Michigan 48302‑0360.

Electronic and hard copies thereof for bidding purposes may also be obtained for a non-refundable fee of one hundred twenty ($120.00) Dollars if picked up, or one hundred forty ($140.00) Dollars if mailed, CHECK ONLY, payable to “Hubbell, Roth & Clark, Inc.” for each set of Drawings and Specifications. An electronic copy of the bid documents will be included with each set purchased. Bidders are advised that to submit a proposal on this project, original documents purchased from Hubbell, Roth & Clark, Inc. must be used.
Proposals submitted by Contractors who have been debarred, suspended, or made ineligible by any Federal Agency will be rejected.
Each bidder agrees to waive any claim it has or may have against the Owner, the Architect/Engineer, and their respective employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.
Each bid proposal shall be submitted on the proposal forms provided and shall be accompanied by a certified check, cashier's check or bid bond, executed by the bidder and Surety Company, payable to the Township of Bloomfield in the amount of Five Percent (5%) of the accompanying bid. Proposal Guarantee shall provide assurance that the bidder will, upon acceptance of the bid, execute the necessary contract with the Township. No bid may be withdrawn after scheduled closing time for receiving bids for at least sixty (60) days.
The successful bidder will be required to furnish satisfactory Performance, Labor and Material, and Maintenance and Guarantee Bonds.
The Township of Bloomfield reserves the right to reject all bids and to waive irregularities in bidding.
No Proposal will be received unless made on blanks furnished and delivered to the Bloomfield Township Dave Payne Public Services Building on or before 2:00 p.m. Local Time on January 31, 2024.
All Bidders must meet the requirements set forth in the Township’s prequalification statement. The Township will require at least three (3) satisfactory municipal references for similar work in the last two (2) years in Michigan for all contracts with a value greater than $50,000.00.
