Summary of Specifications:
ADVERTISEMENT FOR BIDS BLOOMFIELD VILLAGE WATER SYSTEM ENHANCEMENT PROGRAM-PHASE I BLOOMFIELD TOWNSHIP, MICHIGAN
Sealed proposals for the construction of the Bloomfield Village Water System Enhancement Program-Phase I will be received by Bloomfield Township at their Dave Payne Public Services Building located at the Township complex at 4200 Telegraph Road (see location map in Appendix D), until 10:00 a.m., Local Time on August 26, 2013, at which time and place all bids will be publicly opened and read.
Bidders shall review and comply with the Instructions to Bidders, which are incorporated by reference, and carefully review all Contract Documents, as defined in the Instructions to Bidders. Bids submitted after the exact time specified for, receipt will not be considered.
The Contracts will consist of the following principal items of work and appurtenances as specified herein and shown on the Contract Drawings.
Description of Work The project consists of replacing existing 6”, 8” and 10” diameter water main using the pre-chlorinated pipe bursting method. Existing 6” water main will be replaced with new 8” pipe, existing 8” water main will be replaced with new 8” pipe, and existing 10” water main will be replaced with new 12” pipe. Approximate quantities include 15,770 lineal feet of 8” diameter HDPE DIPS DR11 water main, 1,130 lineal feet of 12” diameter HDPE DIPS DR11 water main, 25 new hydrants, 38 new gate valve & wells, reconnection of 216 water services, and connections to existing mains at 16 locations. Project also includes lawn restoration, road repair, traffic control, soil erosion control measures, and other items for a complete project. The project will start in the fall of 2013 and be completed by July 3, 2014. At a minimum, at least 3,000 feet of new 8” water main is to be installed on Cranbrook Road in 2013.
Copies of Plans and Specifications and Proposal Forms may be secured on or after Tuesday, August 6, 2013 at the offices of Hubbell, Roth & Clark, Inc., Consulting Engineers, 555 Hulet Drive, Bloomfield Hills, Michigan 48303-0824.
A non-refundable payment of seventy-five ($75.00) Dollars, CHECK ONLY, payable to ``Hubbell, Roth & Clark, Inc.'' will be required for each set of Drawings and Specifications. Drawings and Specifications can be shipped by U.P.S. ground for a shipping and handling charge of Twenty ($20.00) Dollars, CHECK ONLY, non-refundable, to Hubbell, Roth & Clark, Inc.
Proposals submitted by Contractors who have been debarred, suspended, or made ineligible by any Federal Agency will be rejected.
Each bidder agrees to waive any claim it has or may have against the Owner, the Architect/Engineer, and their respective employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.
Each bid proposal shall be submitted on the proposal forms provided and shall be accompanied by a certified check, cashier's check or bid bond, executed by the bidder and Surety Company, payable to the Township in the amount of Five Percent (5%) of the accompanying bid. Proposal Guarantee shall provide assurance that the bidder will, upon acceptance of the bid, execute the necessary Contract with the Township. No bid may be withdrawn after scheduled closing time for receiving bids for at least ninety (90) days.
PREBID MEETING A mandatory pre-bid meeting shall be held at the Township Public Services Building on at 2:00 p.m. on Tuesday, August 13, 2013. Failure to attend this meeting may disqualify the bidder as being non-responsive to the bid requirements.
The successful bidder will be required to furnish satisfactory Performance, Labor and Material, and Maintenance and Guarantee Bonds.
The Township reserves the right to reject all bids and to waive irregularities in bidding.
No Proposal will be received unless made on blanks furnished and delivered to the Township Public Services Building on or before 10:00 a.m., Local time, August 26, 2013.
All Bidders must meet the requirements set forth in the prequalification statement. The Township will require at least three (3) satisfactory municipal references for similar work as a prime contractor using the Pipe Bursting method over the last five (5) years for all contracts with a value of greater than $50,000.00 and a minimum total installation of 50,000 lineal feet of pipe.
