CEDAR HILL SANITARY SEWER EXTENSION

Sealed proposals for the construction of the Cedar Hill Sanitary Sewer Extension will be received at the Dave Payne Public Services Building (part of the 4200 Telegraph complex – see location map in Appendix A) until 2:00 p.m., Local Time on January 29, 2018 , at which time and place all bids will be publicly opened and read.
Bidders shall review and comply with the Instructions to Bidders, which are incorporated by reference, and carefully review all Contract Documents, as defined in the Instructions to Bidders. Bids submitted after the exact time specified for, receipt will not be considered.
The Contracts will consist of the following principal items of work and appurtenances as specified herein and shown on the Contract Drawings.
Description of Work
Install via open cut approximately 638 lineal feet of 10” diameter sanitary sewer, including all required manholes and leads. Contract shall include all items of work associated with the sewer installation including pavement repairs, bituminous overlay, soil erosion control, restoration, and all other miscellaneous items of work.
Copies of Plans and Specifications and Proposal Forms shall be available on or after Tuesday, January 9, 2018 at the offices of Hubbell, Roth & Clark, Inc., Consulting Engineers, 555 Hulet Drive, Bloomfield Hills, Michigan 48302‑0360.
A non-refundable payment of Seventy-Five ($75.00) Dollars, CHECK ONLY, payable to “Hubbell, Roth & Clark, Inc.” will be required for each set of Drawings and Specifications. Drawings and Specifications can be shipped by U.P.S. ground for a shipping and handling charge of Twenty ($20.00) Dollars, CHECK ONLY, non-refundable, to Hubbell, Roth & Clark, Inc. The Bidder is advised that to submit a bid on this project, the Bidder must have purchased a set of Plans and Specifications from Hubbell, Roth & Clark, Inc.
Proposals submitted by Bidders who have been debarred, suspended, or made ineligible by any Federal Agency will be rejected.
Each bidder agrees to waive any claim it has or may have against the Owner, the Architect/Engineer, and their respective employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.
Each bid proposal shall be submitted on the proposal forms provided and shall be accompanied by a certified check, cashier's check or bid bond, executed by the bidder and Surety Company, payable to the Township of Bloomfield in the amount of Five Percent (5%) of the accompanying bid. The Proposal Guarantee shall provide assurance that the bidder will, upon acceptance of the bid, execute the necessary Contract with Bloomfield Township. No bid may be withdrawn after scheduled closing time for receiving bids for at least ninety (90) days.
Time is of the essence for start and completion of the project as soon as weather permits following the Road Commission for Oakland County lifting of the frost ban for local roadways. If awarded the Contract for the Cedar Hill Sanitary Sewer Project, the Contractor agrees to start work by May 1, 2018, to have all work substantially completed by June 1, 2018 and final completed by June 29, 2018. Project Start is defined as the Contractor being onsite with construction activities underway. Substantial Completion is defined that the sanitary sewer extension has been completed, final air test passed and witnessed by the Engineer and County and the system final accepted for connection of individual homes. Final Completion is defined that all clean-up, road paving and lawn restoration, and punch list items must be completed. Submittal of a construction schedule confirming the above referenced critical dates will be a determining factor in consideration of a bid award. The successful bidder will be required to furnish satisfactory Performance, Labor and Material, and Maintenance and Guarantee Bonds.
Bloomfield Township reserves the right to reject all bids and to waive irregularities in bidding.
No Proposal will be received unless made on blanks furnished and delivered to the Dave Payne Public Services Building on or before 2:00 p.m., Local time, January 29, 2018.
All Bidders must meet the requirements set forth in the Township’s prequalification statement. The Township will require at least three (3) satisfactory municipal references for similar work in the last two (2) years in Wayne, Oakland, or Macomb County for all contracts with a value greater than $50,000.00.
