Sealed proposals for the construction of the PORTERS LANE EMERGENCY SANITARY SEWER REPLACEMENT project will be received at the Bloomfield Township Dave Payne Public Services Building located at 1153 Exeter Road and the Township campus address 4200 Telegraph, until 2:00 p.m. Local Time on Tuesday, November 23_, 2021, at which time and place all bids will be publicly opened and read. Bidders shall review and comply with the Instructions to Bidders and the Bidder’s Prequalification Requirement, which are incorporated by reference, and carefully review all Contract Documents, as defined in the Instructions to Bidders. Bids submitted after the exact time specified for, receipt will not be considered.
The Contracts will consist of the following principal items of work and appurtenances as specified herein and shown on the Contract Drawings.
Description of Work
Install new 16” diameter, ductile iron pipe sanitary sewer and one sanitary manhole structure supported on timber piles to replace the existing pile-supported sanitary sewer. Approximate length of new sewer is 321 feet, and includes fabrication of cradle support system, continuous by-pass pumping of sanitary sewerage during project, and reconnection of 3 sanitary sewer services. 67 timber piles, including two test piles, are proposed to be driven to an average depth of 45 feet below the sewer. Install new 12” diameter, HDPE water main by horizontal direction drilling and open-cut methods to replace the existing water main. Approximate length of new water main is 336 feet, and includes installation of 1 fire hydrant, 2 new gate valves & wells, and reconnection of 4 water services. This project shall include all pavement restoration, surface restoration, traffic control, soil erosion control and other miscellaneous items necessary to complete the work as indicated on the Plans and Specifications.
Copies of Plans and Specifications and Proposal Forms shall be available on or after Tuesday, November 9, 2021 at the offices of Hubbell, Roth & Clark, Inc., Consulting Engineers, 555 Hulet Drive, Bloomfield Hills, Michigan 48302‑0360.

A non-refundable payment of Seventy five ($75.00) Dollars is required to purchase the Procurement Documents. CHECK or CREDIT CARD is acceptable. CREDIT CARD information can be provided over the telephone or via email, or CHECKS, payable to “Hubbell, Roth & Clark, Inc.” can be mailed to the office. Procurement Documents will be sent electronically and shipped by UPS ground upon confirmation of payment. Procurement Documents can be shipped by U.P.S. ground for a shipping and handling charge of twenty ($20.00) Dollars, CHECK ONLY, non-refundable, to Hubbell, Roth & Clark, Inc.
Bidders are advised that to submit a proposal on this project, original documents purchased from Hubbell, Roth, & Clark, Inc. must be used.
Proposals submitted by Bidders who have been debarred, suspended, or made ineligible by any Federal Agency will be rejected.
Each bidder agrees to waive any claim it has or may have against the Owner, the Architect/Engineer, and their respective employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.
Each bid proposal shall be submitted on the proposal forms provided and shall be accompanied by a certified check, cashier's check or bid bond, executed by the bidder and Surety Company, payable to the Township of Bloomfield in the amount of Five Percent (5%) of the accompanying bid. Proposal Guarantee shall provide assurance that the bidder will, upon acceptance of the bid, execute the necessary Contract with the Bloomfield Township. No bid may be withdrawn after scheduled closing time for receiving bids for at least one-hundred twenty (120) days.
The successful bidder will be required to furnish satisfactory Performance, Labor and Material, and Maintenance and Guarantee Bonds.
Bloomfield Township reserves the right to reject all bids and to waive irregularities in bidding.
No Proposal will be received unless made on blanks furnished and delivered to the Bloomfield Township Dave Payne Public Services Building on or before 2:00 p.m., Local Time on Tuesday, November 23, 2021.
All bidders must meet the requirements set forth in the Township’s prequalification statement. The Township will require at least three (3) satisfactory municipal references for similar work as a prime contractor over the last five (5) years for all contracts with a value of greater than $500,000.00. The prime contractor or subcontractors to be used on this project must demonstrate experience installing a minimum of 5,000 feet of sanitary sewer by open-cut method and 10,000 feet of water main by horizontal directional drilling method. It is the intention of Bloomfield Township to award this Contract to a qualified contractor with experience on at least one (1) pile-supported sewer or water main project.
