Summary of Specifications:
In order to provide Clinton Township with contractors and subcontractors who will carry out the work in a timely and satisfactory manner, the contractor must meet all applicable qualification requirements noted in Township Ordinance No. 413, Part I. All responsive bids must include a completed, executed and notarized “Contractor Responsibility Certificate”. The qualifications for the contractor will be reviewed on the basis of the proposed bidder’s past performance on work of a similar nature for Clinton Township and other owners. Provisions for this qualification procedure will be included in the bid documents. The Contractor shall furnish all materials, labor and equipment necessary and incidental to complete the Work as set forth in this invitation in accordance with the Charter Township of Clinton standards. These principal items include, but are not limited to: 1. 1,050 lineal feet of ditch cleanout, regrading, restoration and all other necessary work. 2. Installation of embankment material, outlet control structures and turf establishment to create stormwater forebay and detention basin in existing outlet ditch. 3. 18,880 square yards of pavement removal within the Civic Center parking lot, access roads and Romeo Plank right of way. 4. Phased installation of 16,020 square yards of new HMA and concrete pavements, including 5,620 lineal feet of new concrete curb & gutter. 5. Approximately 800 lineal feet of new 10’ wide HMA shared use pathway. 6. 3,310 square feet of new concrete walkways and ramps. 7. Installation and cultivation of bioretention areas and added site landscaping. 8. Other miscellaneous work-related items. 9. Bidders will be required to provide pricing for all optional work items noted in the Bid Proposal. Drawings and specifications will be available on the Michigan Inter-Governmental Trade Network (MITN) by 12:00 PM on Friday, March 25th, 2016. A mandatory pre-bid meeting and site walk will be conducted at 10:00 AM on Tuesday, April 12, 2016 at the Clinton Township Civic Center for all prospective bidders. Bids shall be submitted on the forms provided by the Owner and shall be accompanied by a certified check or bid bond, payable to the Charter Township of Clinton for an amount equal to five percent (5%) of the total base bid price. An Insurance Acord meeting the requirements herein shall be submitted by all bidders. The accepted bidder shall be required to furnish a satisfactory performance bond, and labor and material bond in the amount of 100% of the contract price, and maintenance and guarantee bond of 50% for two years of the final contract price. The cost of the bonds will be paid by the accepted bidder. Each bidder agrees to waive any claim it has or may have against the Owner and their respective Employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid. The Charter Township of Clinton reserves the right to accept or reject any or all bids, to award the agreement to other than the low proposal, to negotiate the terms and conditions of all and any part of the bids, to waive irregularities and/or formalities, and in general to make award in the manner as determined to be in the Township’s best interest and its sole discretion. The project shall commence immediately following a notice to proceed per these contract documents. This project shall be substantially completed within one hundred thirty-seven (137) days of said time.
