In order to provide Clinton Township with contractors and subcontractors who will carry out the work in a timely and satisfactory manner, an approved prequalification for Cured in Place Pipe Lining for Sanitary Sewers and Sanitary Sewer Cleaning and Televising for the 2024 calendar year must be on file with the Township prior to the bid opening. The qualifications for the general contractor and all subcontractors to be used on the project will be reviewed on the basis of the proposed bidder’s past performance on work of a similar nature for Clinton Township and other owners. For this particular project, prequalification packages must be received by the Water & Sewer Division no later than 5 business days prior to the bid opening. DESCRIPTION OF WORK
The Contractor shall furnish all materials, labor and equipment necessary and incidental to complete the Work as set forth in this bid advertisement in accordance with the Charter Township of Clinton standards. These principal items include, but are not limited to:
Full Length C.I.P.P. Lining of 10” Sanitary Sewers 6,750 LF
Full Length C.I.P.P. Lining of 12” Sanitary Sewers 5,550 LF
Full Length C.I.P.P. Lining of 15” Sanitary Sewers 250 LF
Full Length C.I.P.P. Lining of 24” Sanitary Sewers 450 LF
together with other related items of work as well as deliverables.

Plans and specifications must be obtained through BidNet, formerly the Michigan Intergovernmental Trade Network (MITN), at https://www.bidnetdirect.com/mitn. BID SECURITY
Bids must be submitted on the forms furnished by the Township Clerk or the Township Engineers in a sealed envelope marked:
BID FOR
2024 SANITARY SEWER REHABILITATION BY FULL LENGTH C.I.P.P. LINING
A certified check, bank draft, or satisfactory bid bond, executed by the bidder and a surety company, payable to Clinton Township, in an amount at least equal to five percent (5%) of the bid amount, shall be submitted with each bid.
BONDS AND INSURANCE
The accepted bidder shall be required to furnish a satisfactory Performance Bond, Payment Bond, and Maintenance and Guarantee Bonds in the amount of 100% of the Contract Price. The cost of the bonds will be paid by the accepted bidder.
WITHDRAWAL OF BIDS
No Bid may be withdrawn for a period of sixty (60) calendar days after receipt of bids.
AWARD OF CONTRACT
Each bidder agrees to waive any claim it has or may have against the Owner and their respective Employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.
The Charter Township of Clinton reserves the right to accept or reject any or all bids, to award the agreement to other than the low proposal, to negotiate the terms and conditions of all and any part of the bids, to waive irregularities and/or formalities, and in general to make award in the manner as determined to be in the Township’s best interest and its sole discretion. The project shall commence immediately following a notice to proceed per these contract documents. This project shall be substantially completed within one-hundred and fifty (150) days of said time.
