Summary of Specifications:
In order to provide Clinton Township with contractors and subcontractors who will carry out the work in a timely and satisfactory manner, an approved prequalification for construction of sanitary sewers via directional drill or tunneling methods must be on file with the Township prior to the bid opening. The qualifications for the general contractor and all subcontractors to be used on the project will be reviewed on the basis of the proposed bidder’s past performance on work of a similar nature for Clinton Township and other owners. Alternative 1 - Pump Station/Forcemain Relief System: 1. 5,162 LF of 14” IPS HDPE SDR 11 directional drilled sanitary sewer forcemain. 2. 3,628 LF of 22” IPS HDPE SDR 11 directional drilled sanitary sewer forcemain. 3. 1,447 LF of 26” IPS HDPE SDR 11 directional drilled sanitary sewer forcemain. 4. 71 LF of 8” IPS HDPE SDR 11 open-cut sanitary sewer forcemain. 5. 88 LF of 14” IPS HDPE SDR 11 open-cut sanitary sewer forcemain. 6. 42 LF of 26” IPS HDPE SDR 11 open-cut sanitary sewer forcemain. 7. 702 LF of 24” RCP C76 CL IV open-cut sanitary sewer gravity. 8. 2 EA Pump station, valve vaults and Electrical Control Panels. 9. 7 EA 5’ & 6’ diameter forcemain manhole structures. 10. Restoration of all disturbed areas to include pavement, sidewalks and curbs. 11. Other miscellaneous work-related items. B. Alternative 2 - Gravity Relief System: 1. 4,247 LF of 15” Sewer Installed by Trenchless Technology 2. 1,747 LF of 24” Sewer Installed by Trenchless Technology 3. 3,372 LF of 27” Sewer Installed by Trenchless Technology 4. 689 LF of 24” Sewer Installed by Open Cut 5. 31 Manhole structures Evaluation of Alternatives - The Township will use the following criteria to determine which sewer relief project to award: • Bid Prices • Long term operations, maintenance & replacement costs; • Risks associated with each alternative; • Disruption to existing neighborhoods and businesses. Contractors may provide a bid for one or both alternatives. Each bidder agrees to waive any claim it has or may have against the Owner, Architect/Engineer, and their respective employees, arising out of or in connection with the administrative, evaluation, or recommendation of any bid. The Township reserves the right to accept or reject any or all bids, in whole or in part, and to waive any informalities, therein when such waiver is in the interest of the Charter Township of Clinton, and to award the contract to other than the low bidder. All work shall be funded by the MDEQ State Revolving Fund loan program and therefore all work shall be subject to Davis-Bacon/Prevailing Federal Wages, Including Labor Standards Provisions and the Disadvantaged Business Enterprises (DBE) as well as the most recent version of the Debarment/Suspension Certification contained herein. Bids shall remain firm for a period of ninety (90) days.
