Summary of Specifications:
In order to provide Clinton Township with contractors and subcontractors who will carry out the work in a timely and satisfactory manner, an approved prequalification for construction of sanitary sewer pump stations and construction of sanitary sewers by open cut, directional drilling and trenchless gravity installation methods must be on file with the Township prior to the bid opening. The qualifications for the general contractor and all subcontractors to be used on the project will be reviewed on the basis of the proposed bidder’s past performance on work of a similar nature for Clinton Township and other owners. The work consists of: LITTLE MACK AVENUE SANITARY SEWER RELIEF SYSTEM 1. 1,097 LF of 18” trenchless technology gravity sanitary sewer installation 2. 989 LF of 18” open cut gravity sanitary sewer installation 3. 8 Ea. – 4’ dia. Manholes, 2 Ea. – Core ex. Manhole and connect with rubber boot 4. Restoration of all disturbed areas to include pavement, sidewalk, and curbs. 5. Other miscellaneous work-related items. TULLIO STREET SANITARY SEWER RELIEF SYSTEM 1. 1,372 LF of 14” IPS HDPE SDR 11 directionally drilled sanitary sewer force main 2. 1 Ea. – Removal of Ex. 5’ Dia. Pump Station (Pumps / Fittings / Control Panel / Complete) 3. 1 Ea. – 8’ Dia. Pump Station (Pumps / Fittings / Control Panel / Generator / Complete) 4. 1 Ea. – 6’x10’ Conc. Valve Vault 5. 1 Ea. – Construct weir in ex. Manhole (complete), 2 Ea. – Bulkhead ex. Manhole 6. 1 Ea. – IFC (Intermediate Flushing Connection), 1 Ea. – Connect to ex. HDPE Pipe 7. Bids shall be submitted on the forms provided by the Owner and shall be accompanied by a certified check or bid bond, payable to the Charter Township of Clinton for an amount equal to five percent (5%) of the total base bid price. An Insurance Acord meeting the requirements herein shall be submitted by all bidders. In addition bidder shall include a completed Certification Regarding Debarment, Suspension, and Other Responsibility Matters. Bidder shall be available for a pre-award meeting upon request of the Owner and Engineer. The accepted bidder shall be required to furnish a satisfactory performance bond, labor and material bond in the amount of 100% of the contract price, and maintenance and guarantee bond of 50% for two years of the final contract price. The cost of the bonds is to be paid by the accepted bidder. Each bidder agrees to waive any claim it has or may have against the Owner, Architect/Engineer, and their respective employees, arising out of or in connection with the administrative, evaluation, or recommendation of any bid. The Township reserves the right to accept or reject any or all bids, in whole or in part, and to waive any informalities, therein when such waiver is in the interest of the Charter Township of Clinton, and to award the contract to other than the low bidder. All work shall be funded by the MDEQ State Revolving Fund loan program and therefore all work shall be subject to Davis-Bacon/Prevailing Federal Wages, Including Labor Standards Provisions, Disadvantaged Business Enterprises (DBE), American Iron & Steel Requirements as well as the most recent version of the Debarment/Suspension Certification contained herein. Bids shall remain firm for a period of one hundred and twenty (120) days.
