In order to provide Clinton Township with contractors and subcontractors who will carry out the work in a timely and satisfactory manner, an approved prequalification for the following categories must be on file with the Township prior to the bid opening.

Pump Station Rehabilitation
Sanitary Sewer Construction in an existing residential or commercially developed area
Cured in Place Pipe Lining for sanitary sewers & is certified in Primus Line ® installations (subcontractor prequalification on related work item is sufficient)

Only contractor prequalifications for the 2022 calendar year will be accepted for this bid. The qualifications for the general contractor and all subcontractors to be used on the project will be reviewed on the basis of the proposed bidder’s past performance on work of a similar nature for Clinton Township and other owners. For this particular project, prequalification packages must be received by the Water & Sewer Division no later than 5 business days prior to the bid opening. Contact Anderson, Eckstein & Westrick to obtain submittal requirements for all prequalification categories.

This primary work shall be included together with related work as well as mobilization, traffic control and turf restoration.

PLANS AND SPECIFICATIONS
Plans and specifications must be obtained through BidNet, formerly the Michigan Intergovernmental Trade Network (MITN), at https://www.bidnetdirect.com/mitn, by 4:00 P.M. on Wednesday, January 19, 2022 or earlier. BID SECURITY
Bids must be submitted on the forms furnished by the Township Clerk or the Township Engineers in a sealed envelope marked:

FORCEMAIN REHABILITATION

A certified check, bank draft, or satisfactory bid bond, executed by the bidder and a surety company, payable to Clinton Township, in an amount at least equal to five percent (5%) of the bid amount, shall be submitted with each bid.

BONDS AND INSURANCE
The accepted bidder shall be required to furnish a satisfactory Performance Bond, and Labor and Material Bond in the amount of 100% of the Contract Price, and Maintenance and Guarantee Bond of 100% for two years of the Final Contract Price. The cost of the bonds will be paid by the accepted bidder.

WITHDRAWAL OF BIDS
No Bid may be withdrawn for a period of sixty (60) calendar days after receipt of bids.

AWARD OF CONTRACT
Each bidder agrees to waive any claim it has or may have against the Owner and their respective Employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.

The Charter Township of Clinton reserves the right to accept or reject any or all bids, to award the agreement to other than the low proposal, to negotiate the terms and conditions of all and any part of the bids, to waive irregularities and/or formalities, and in general to make award in the manner as determined to be in the Township’s best interest and its sole discretion. Bids shall remain firm for a period of sixty (60) days. Due to the unprecedented unknown availability of various materials and equipment for this project, the substantial completion will be determined after the awarded bidder, Engineer and Owner mutually agree upon a substantial completion date and phasing plan for the Work.

All contractors must be prequalified for the categories designated on the Advertisement to Bid for the 2022 calendar year for their bid to be responsive. Please submit prequalification package as noted in the attached bid documents.
All bids must be submitted in hard copy with all proper documentation as noted in the "Instructions to Bidders". Bids must also be sealed and physically submitted to the Clinton Township Clerk's Office before the indicated closing date and time to be responsive bids. Digital bid submittals via email or other electronic means shall not be accepted.
MDOT prequalification will not be necessary, but a letter from a Surety noting the Bidder's bond capacity must be provided in the prequalification submittal to ensure they are capable of furnishing Performance, Labor and Material and Maintenance & Guarantee Bonds, if awarded.
