With more than 100,000 residents, Clinton Township is the most populous township in the state of Michigan. Yet despite its 28-square mile size, it offers residents a wealth of tight-knit residential neighborhoods with all the amenities that families expect—with the current exception of a water feature for children to play in during the summer months.
Thanks to the popularity of the Clinton River, and an extensive park system the Township continues to draw new visitors and new residents. The three major branches of the river join inside township borders offering outdoor enthusiasts miles of waterway to kayak, canoe, and fish. Native plant species and outdoor activities can be enjoyed at the township's twelve park locations. Therefore, Clinton Township would like its newest recreation feature, a Splash Pad, to seamlessly blend with those things we value the most: our parks and our river system.
The Charter Township of Clinton has tentatively approved the establishment of a Splash Pad, incorporating a nature/river theme, upon the Civic Center grounds, 40700 Romeo Plank Road, Clinton Township, Michigan. The Township intends on selecting a design- build team to construct the Splash Pad and coordinate with the Charter Township of Clinton Department of Public Services regarding water and sanitary services to the proposed location.
The Township will accept proposals to provide services for the design, fabrication and construction of the Charter Township of Clinton Civic Center Splash Pad. The cost for the project shall be approximately Three Hundred Fifty Thousand Dollars ($350,000). The size of the Splash Pad will be determined during the design process within the confines of the proposed site location as depicted on the attached site plan. The system can be presented either as flow-thru operation, or a recirculating operation, or both. Other design aspects are described herein.

In order to provide Clinton Township with contractors and subcontractors who will carry out the work in a timely and satisfactory manner, the contractor must meet all applicable qualification requirements noted in Township Ordinance No. 413, Part I. All responsive bids must include a completed, executed and notarized “Contractor Responsibility Certificate”. The qualifications for the contractor will be reviewed on the basis of the proposed bidder’s past performance on work of a similar nature for other owners. Provisions for this qualification procedure will be included in the bid documents.
Each bidder agrees to waive any claim it has or may have against the owner, engineer, and their respective employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.
No Bid may be withdrawn for a period of sixty (60) calendar days after receipt of bids. Bid. Proposals shall provide bid security in the amount of five (5%) percent of the total bid amount. The bid security may be a certified check, money order, or bid bond payable to the Owner. The bid security will be returned within 60 days of the bid date, or once a contract is executed with the successful bidder, except that if a bidder’s proposal is selected by the Owner and the bidder fails to enter into a contract, their bid security will be surrendered to the Owner.
The Township reserves the right to reject any and all proposals at any time with or without reason or explanation. The Township reserves the right to request that any respondent clarify their proposal or to supply any additional material deemed necessary to assist in the evaluation of the proposal. Costs for preparing responses to this RFP will not be paid by the Township.
The Township also reserves the right to cancel or reissue the RFP. The Township reserves the right to negotiate the terms and conditions of all or any part of the proposals or to accept any proposal determined by the Township to be in the best interest of the residents of the Charter Township of Clinton and this project. Selection will be based on experience (previous design and construction of similar projects), play value, cost and maintenance I durability.
The accepted bidder shall be required to furnish a satisfactory Performance Bond, and Labor and Material Bond in the amount of 100% of the Contract Price, and Maintenance and Guarantee Bond of 100% for two years of the Final Contract Price. The cost of the bonds will be paid by the accepted bidder.
