In order to provide Clinton Township with contractors and subcontractors who will carry out the work in a timely and satisfactory manner, an approved prequalification for structure rehabilitation in an existing residential or commercially developed area must be on file with the Township prior to the bid opening. The qualifications for the general contractor and all subcontractors to be used on the project will be reviewed on the basis of the proposed bidder’s past performance on work of a similar nature for Clinton Township and other owners. For this particular project, prequalification packages must be received by the Water & Sewer Division no later than 5 business days prior to the bid opening. The Contractor shall furnish all materials, labor and equipment necessary and incidental to complete the Work as set forth in this invitation in accordance with the Charter Township of Clinton standards. These principal items include, but are not limited to:
1. Cementitious liner repair of approximately 575 vertical feet of sanitary manholes with variable diameters
2. Replacement of 11 manhole castings, frames, and waterproof lids
3. Sealing of 11 manhole chimneys
4. Miscellaneous work items including pavement removal and replacement, repointing/sealing of joints, adjustment ring repairs, step removal, and manhole cleaning
5. Repair of MH Bench and Channel, Repair
6. Miscellaneous traffic control & restoration
Drawings and specifications will be available on Bidnet (formerly the Michigan Inter-Governmental Trade Network) by 9:00 AM on February 12, 2018.
Bids shall be submitted on the forms provided by the Owner and shall be accompanied by a certified check or bid bond, payable to the Charter Township of Clinton for an amount equal to five percent (5%) of the total base bid price. An Insurance Acord meeting the requirements herein shall be submitted by all bidders. The accepted bidder shall be required to furnish a satisfactory performance bond, and labor and material bond in the amount of 100% of the contract price, and maintenance and guarantee bond of 50% for two years of the final contract price. The cost of the bonds will be paid by the accepted bidder.
Each bidder agrees to waive any claim it has or may have against the Owner and their respective Employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid. The Charter Township of Clinton reserves the right to accept or reject any or all bids, to award the agreement to other than the low proposal, to negotiate the terms and conditions of all and any part of the bids, to waive irregularities and/or formalities, and in general to make award in the manner as determined to be in the Township’s best interest and its sole discretion. The project shall commence immediately following a notice to proceed per these contract documents. This project shall be substantially completed within sixty (60) days of said time.
