In order to provide Clinton Township with contractors and subcontractors who will carry out the work in a timely and satisfactory manner, an approved prequalification for sanitary sewer televising and cleaning must be on file with the Township prior to the bid opening. The qualifications for the general contractor and all subcontractors to be used on the project will be reviewed on the basis of the proposed bidder’s past performance on work of a similar nature for Clinton Township and other owners. The work primarily consists of Cleaning, Closed Circuit Televising and PACP Coding/Reporting of approximately 66,300 LF of trunkline Sanitary Sewers (8” to 36”) along 15 Mile Road, Groesbeck Hwy, Glenwood Road and other miscellaneous sewers that are primarily connected to those trunkline sewers.
Construction plans and specifications can also be viewed online through BidNet (formerly the Michigan Intergovernmental Trade Network) by 10:00 AM on November 3, 2017. Bids shall be submitted on the forms provided by the Owner and shall be accompanied by a certified check or bid bond, payable to the Charter Township of Clinton for an amount equal to five percent (5%) of the total base bid price. If the bidder elects to submit an alternate bid related to this work, the Bidder must submit a fully responsive base bid. Failure to submit a responsive base bid shall result in immediate bid rejection. An Insurance Acord meeting the requirements herein shall be submitted by all bidders.
The accepted bidder shall be required to furnish a satisfactory performance bond, and labor and material bond in the amount of 100% of the contract price, and maintenance and guarantee bond of 50% for two years of the final contract price. The cost of the bonds will be paid by the accepted bidder. Each bidder agrees to waive any claim it has or may have against the Owner and their respective Employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.
The Charter Township of Clinton reserves the right to accept or reject any or all bids, to award the agreement to other than the low proposal, to negotiate the terms and conditions of all and any part of the bids, to waive irregularities and/or formalities, and in general to make award in the manner as determined to be in the Township’s best interest and its sole discretion. The project shall commence immediately following a notice to proceed per these contract documents. This project shall be substantially completed within one hundred and twenty (120) days of said time.
