Summary of Specifications:
In approximately one week, the Charter Township of Clinton plans to solicit a request for bids of the second phase of the Sanitary Relief Sewer Systems and related items in Sewer District “E”. In order to provide Clinton Township with contractors and subcontractors who will carry out the work in a timely and satisfactory manner, an approved prequalification for sanitary sewer construction in an existing residential or commercially developed area must be on file with the township prior to the bid opening. Prequalification packages must be received by the Water & Sewer Division no later than 10 days prior to the bid opening. The expected bid opening date is January 26, 2016. The qualifications for the general contractor and all subcontractors to be used on the project will be reviewed on the basis of the proposed bidder’s past performance on work of a similar nature for Clinton Township, the Macomb County Department of Roads, Macomb County Public Works Office and other municipal entities. Following the bid opening, bidders shall be subject to a pre-award meeting if deemed necessary by the Engineer and Owner. Contractor and subcontractor prequalification criteria will be used on their ability to construct and install new sanitary sewer pump stations, pump station controls, horizontal directional drilling of HDPE sanitary sewer piping, sanitary sewer open cut construction and trenchless gravity sanitary sewers. A summary of the upcoming bid is as follows: LITTLE MACK AVENUE (SOUTH) SANITARY SEWER RELIEF SYSTEM 1. 1,097 LF of 18” trenchless technology gravity sanitary sewer installation 2. 989 LF of 18” open cut gravity sanitary sewer installation 3. 8 Ea. – 4’ dia. Manholes, 2 Ea. – Core ex. Manhole and connect with rubber boot 4. Restoration of all disturbed areas to include pavement, sidewalk, and curbs. 5. Other miscellaneous work-related items.

All work shall be funded by the MDEQ State Revolving Fund loan program and therefore all work shall be subject to Davis-Bacon/Prevailing Federal Wages, Including Labor Standards Provisions and the Disadvantaged Business Enterprises (DBE), American Iron & Steel Requirements, as well as the most recent version of the Debarment/Suspension Certification. Prequalifications in Clinton Township must be resubmitted every calendar year. Contractor prequalifications shall remain firm for the 2016 calendar year.
