Summary of Specifications:
In order to provide Clinton Township with contractors and subcontractors who will carry out the work in a timely and satisfactory manner, an approved prequalification for construction of water main installation and replacement must be on file with the Township prior to the bid opening. The qualifications for the general contractor and all subcontractors to be used on the project will be reviewed on the basis of the proposed bidder’s past performance on work of a similar nature for Clinton Township and other owners. The Contractor shall furnish all materials, exclusive of Pressure Reducing Vault, provide all labor and equipment necessary and incidental to complete the Work as set forth in this invitation in accordance with the Charter Township of Clinton standards. These principal items include, but are not limited to: 1. Removal of approximately 76 feet of existing ductile iron water main pipe. 2. Installation of approximately 149 feet of 24” ductile iron water main pipe and all applicable fittings 3. Installation of one 13’ diameter premanufactured water main pressure reducing station on an 18” thick, 18’x18’ reinforced concrete base with all other related appurtenances 4. Installation of control panel, wiring and conduits to a new electrical service location. 5. Installation of three 24” Butterfly Valves in 8’ diameter precast concrete structures 6. Relocation of one existing fire hydrant 7. Incidental work including mobilization, traffic control, soil erosion control, earthwork, restoration and landscape screening. Construction plans and specifications will be available on the internet through the Michigan Intergovernmental Trade Network (MITN - www.govbids.com) or can be viewed at the office of Giffels-Webster Engineers, 6303 26 Mile Road Suite 100, Washington, MI 48094 after 9:00 AM on Monday, September 12, 2016. Bids shall be submitted on the forms provided by the Owner and shall be accompanied by a certified check or bid bond, payable to the Charter Township of Clinton for an amount equal to five percent (5%) of the total base bid price. An Insurance Acord meeting the requirements in the bid documents shall be submitted by all bidders. The accepted bidder shall be required to furnish a satisfactory performance bond, and labor and material bond in the amount of 100% of the contract price, and maintenance and guarantee bond of 50% for two years of the final contract price. The cost of the bonds will be paid by the accepted bidder. Each bidder agrees to waive any claim it has or may have against the Owner and their respective Employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid. The Charter Township of Clinton reserves the right to accept or reject any or all bids, in whole or in part, and to waive any informalities, therein when such waiver is in the interest of the Clinton Township, and to award the contract to other than the low bidder. Bids shall remain firm for a period of sixty (60) days. The project shall commence immediately following a notice of award per these contract documents, but the existing water main shall not be shut down until mid-October 2016, this project shall be substantially complete by March 31st, 2017 or be subject to liquidated damages.
