Summary of Specifications:
The City of Ann Arbor and the Ann Arbor Housing Commission (AAHC) are seeking the services of a consultant (firm, nonprofit organization, private agency) to provide the following services as the City and the AAHC consider operational and financial decisions for the AAHC. 1. Evaluate the future viability and sustainability of the AAHC. 2. Conduct a comprehensive evaluation of the AAHC operations, including, but not limited to a. An evaluation of the existing organizational structure, including the asset 0management model b. An evaluation of the existing operational practices, both in terms of efficiencies and effectiveness c. An evaluation of customer service practices 3. Assess the employee staffing model and compensation 4. Assess the AAHC operations as compared to HUD regulations and current public housing best practices 5. Evaluate the functionality and effectiveness of the AAHC Board 6. Evaluate the relationship between the City of Ann Arbor and the AAHC to assess the most beneficial relationship for the Commission, including assessing total separation from the City, continuation of the existing City/AAHC relationship; or development of a closer City/AAHC relationship 7. Establish a process that engages the residents at the AAHC sites and Section 8 Voucher recipients throughout the evaluation period 8. Review and incorporate recommendations from the physical needs assessment 9. By December 1, 2009, develop a 5 year strategic plan for the AAHC that is based on the data gathered from the physical needs assessment, operational and organizational assessment, and the analysis of the AAHC and City relationship to stabilize and strengthen the organization. 10. Provide a thorough report to City administration, AAHC administration, City Council and AAHC Board on the analysis completed.
