19-20 - PASER Pavement Condition Rating Services

The City of Ann Arbor is seeking professional services from a Firm to perform
pavement condition rating services for the City’s paved street system and to develop
statistical reports based on those ratings.
The City utilizes Roadsoft software, developed by the Michigan Department of
Transportation (MDOT), for its pavement asset management program. Therefore, the
Firm must perform the pavement condition rating utilizing the MDOT approved
Pavement Surface Evaluation and Rating (PASER) system developed by the
University of Wisconsin-Madison Transportation Information Center.
In order to facilitate seamless transmittal of rating information to the City’s Roadsoft
database, use of the Roadsoft Laptop Data Collector utility (LDC) will also be required.
The overall objective of this work is to provide an assessment of the City’s progress
toward reaching a City Council target street condition goal.
The City is seeking these services for a 2019 condition rating with the City reserving
an option to extend the contract term for up to three additional ratings to be performed
in 2021, 2023, and 2025. The City Engineer or his designee will oversee the direction
and quality of work of this Firm.
