Summary of Specifications:
The Ann Arbor Housing Commission (AAHC) with the City of Ann Arbor is seeking the services of a consultant (firm, nonprofit organization, private agency) to perform a Physical Needs Assessment (PNA) of the AAHC public housing units,administrative office, and maintenance facilities. In general,the report needs to describe the condition of each facility,physical defects, local building code compliance, ADA compliance, and other items listed under the scope of work in the body of the Request for Proposals. The purpose of seeking such a report, in addition to compliance with HUD regulations,is to assist the Housing Commission and City, with the development of short and long range planning for the Capital Fund and maintenance programs as well as long range planning for the provision of public housing facilities. Funding for this PNA comes from the federal ARRA grant funds recently distributed by HUD.
A separate RFP has been issued to complete an operational needs assessment of the AAHC. This operational needs assessment will include, but not be limited to, evaluating the future viability and sustainability of the AAHC; conducting a comprehensive evaluation of the AAHC operations; assessing the employee staffing model and compensation; assessing the AAHC operations as compared to HUD regulations and current public housing best practices; evaluating the functionality and effectiveness of the AAHC Board; and evaluating the relationship between the City of Ann Arbor and the AAHC to assess the most beneficial relationship for the Commission.
