Summary of Specifications:
Anticipated Services: The City of Auburn Hills is seeking proposals from qualified companies to provide back-up emergency medical transportation services in accordance with the attached specifications. The city performs emergency medical transport services on a primary basis from Auburn Hills to area hospitals. The primary intent of this agreement is that the contractor shall provide backup Advanced Life Support (ALS) and backup Basic Life Support (BLS) emergency medical service, when requested, if the City’s Life Support Units are unavailable.
Contract Term: The contract award shall be for a period of two years with an option to renew for an additional two years. The proposal shall include an implementation schedule, which shall not exceed 45 days after award of contract.
Contract Termination: The City may terminate this Agreement without cause and for any reason by providing written notice to the other party ninety (90) days prior to the date of termination.
Definitions: The following terms used within this document will be construed and defined as follows:
1. Responding will mean that the private ambulance dispatcher has notified the Auburn Hills dispatcher that they have a vehicle on the road and en-route to the emergency scene. They will also provide the responding ambulances present location and estimated time of arrival (ETA).
2. Customer Service Representative will be the person from the Contractor’s organization responsible for managing the relationship between the contractor and the City and providing regular communications to the City.
3. Contract Administrator will be a representative of the City of Auburn Hills Fire Department.
Responsibilities: The responsibilities under this agreement are specifically enumerated in the attached, proposed contract document. They include, but are not limited to the following.
A. City Under the terms of this contract, the City agrees to:
a. Call the contractor exclusively for all back-up emergency medical transportation needs.
b. Provide a direct line from the public safety dispatch center directly to the contractor’s dispatch facility.
B. Ambulance Contractor – Under the terms of this contract, the Contractor agrees that:
a. The contractor’s primary responsibility is to provide back-up emergency transport services when requested. If the contractor is unable to provide a vehicle of its own to meet the requirements under this contract, then they must have at least two (2) mutual aid agreements in place to ensure that another company will respond. Copies of these mutual aid agreements must be provided with your proposal. In addition, it will be the contractor’s responsibility to notify Auburn Hills dispatch and dispatch these companies, requesting ALS units only, when necessary.
b. The ambulance shall be staffed with two (2) AEMT Certified emergency medical technicians. Ambulances must be made available for inspection by designated Fire Department personnel upon request. Equipment deemed as not providing acceptable performance by the City must be removed from service immediately and repaired or replaced.
c. Give first priority, over other calls for transportation, to Auburn Hills Fire Department calls for transportation.
d. The City will alert the ambulance contractor of a fire; the contractor will be requested to dispatch an Advanced Life Support (ALS) ambulance to the fire scene to remain on standby status or standby as city coverage, at no cost to the City of Auburn Hills until released by the Fire Department command officer.
e. Understand and acknowledge, by virtue of signing the contract documents, that the City’s Life Support Unit personnel have supervision over their patient(s) through transportation and delivery to the designated hospital.
C. Company Qualifications:
a. The successful contractor must be a full-service-ambulance company having at least five (5) years of contract experience in this field.
b. The successful contractor must have sufficient permanent staff to fulfill the obligations under this agreement. The ambulance attendants must meet all appropriate Federal, Michigan, Oakland County, and City licensing requirements and be trained and licensed as Advanced Emergency Medical Technicians.
c. Have a sufficient number of properly equipped ALS vehicles to accommodate this contract as well as your organization’s other contractual obligations.
d. Offer either training programs or on-going professional development opportunities for ALS and BLS staff as well as dispatch personnel.
