  Washington Avenue, Room 317, Bay City, MI, followed by a site visit. This meeting must be attended in order to submit a bid.
  Bids will not be accepted unless bidder has attended the MANDATORY pre-bid meeting and signed the official attendance
  sheet. Vendor names must be clearly visible on external container of submitted bid package and match the vendor’s name
  entered on the official attendance sheet.
