Sealed proposals endorsed "ADAMS ROAD PAVING PROJECT #12-24(P) will be received from contractors by the City of Birmingham, at the office of the City Clerk, located at 151 Martin Street, Birmingham, Michigan, until 2:00 p.m. local time, on Thursday, January 30th, 2025. The proposals will be opened and publicly read aloud at that time. Bids submitted after the exact time specified for receipt will not be considered.
The project will include resurfacing of Adams Road between Buckingham Avenue and the northerly city limits (just south of Evergreen Drive in the City of Troy). The project will also include new portions of water main and storm sewer, utility service connections, as well as abandonment/removal of existing utilities. Partial and full-depth pavement repairs are included for Adams Road and adjacent side streets, as well as new sidewalks and sidewalk ramps, curb and gutter replacements and new curb & gutter installations, installtion of a new jersey wall pedestrian barrier on the west side of the Adams Road GTW Railroad Bridge, and new pavement markings throughout the project. Approximate quantities are as follows: 1,403 linear feet of new water mains, 1,108 linear feet of new sewers, 9,600 square yards of partial-depth milling, 3,300 tons on new HMA pavment, 2,300 linear feet of curb and gutter, 5,400 square feet of new sidewalks, plus other work to make a complete project.
In order to coordinate the work with several nearby K-12 school facilities, the project schedule will be specific and expedited, with the final contract award to stipulate that the majority of the work is completed between mid-June through August of 2025. Bidders are encouraged to review specific scheduling information included in the “Supplemental Instructions to Bidders” document (Specification Section 301).
Bidders shall review and comply with all Contract Documents, and supplemental information, as defined in the Information For Bidders.
In order to provide the City of Birmingham with Contractors and Subcontractors who will carry out the work in a timely and satisfactory manner, a fully completed Sworn Statement of Qualifications must be submitted to the Engineering Department of the City of Birmingham prior to the bid opening. This shall be done for the above project before the close of business (5:00 p.m.) on Thursday, January 23rd, 2025. Copies of the Sworn Statement form will be sent by email to prospective bidders upon request. The qualifications and list of references for the General Contractor and all Subcontractors to be used on the project will be reviewed on the basis of the proposed bidder’s past performance on work of a similar nature for the City of Birmingham and other owners. Those bidders and bidder’s subcontractors who are determined not to be suitable to bid on any work shall be notified in writing of the determination before the bids are opened. The successful bidder shall be required to post bonds, and to comply with the contract requirements of the City Charter. Bids are firm, and no bid may be withdrawn for a period of sixty (60) days after opening of bids.
Procurement for the City of Birmingham will be handled in a manner providing fair opportunity for all businesses. This will be accomplished without abrogation or sacrifice of quality and as determined to be in the best interest of the City of Birmingham. The City reserves the right to reject any and all bid proposals, to waive any irregularity in any of the bid proposals submitted, and to accept any proposal which it shall deem to be the most favorable to the interest of the City.
A certified check or bid bond in the amount of five percent (5%) of the base bid must accompany each bid proposal.
