Sealed bids endorsed “Design, build, operation, and maintenance of self-service electric vehicle charging stations (EVCS) on City-owned property”, will be received at the Office of the City Clerk, 151 Martin Street, PO Box 3001, Birmingham, Michigan, 48012; until Friday, December 1, 2023 at 2:00 p.m. at which time bids will be publicly opened and read.
Bidders will be required to attend a mandatory pre-bid meeting on Thursday, November 2, 2023 at 10:00 a.m. onsite at City Hall, 151 Martin St., Birmingham, MI 48009. The City of Birmingham, Michigan is accepting sealed bid proposals from qualified professional firms for the design, build, operation, and maintenance of publicly accessible self-service EVCS in the public right-of-way and on City-owned property.
The Contractor shall design, build, operate and maintain EVCS, including the furnishing and installation of hardware with accompanying software implementation for facilitation and management of EVCS, primarily for public use in the City of Birmingham. All EVCS must have the ability to provide and receive an API interface with the City of Birmingham’s parking enforcement systems allowing for enforcement integration and two-way commencement of charging, allowing for the ability to indicate charging from a charging station or parking meter.
Furthermore, the City desires to enter into a revenue sharing model with one (1) or more firms as a result of this Invitation To Bid (ITB). The Contractor shall be responsible for all costs associated with the deployment of EV charging station infrastructure, shall collect revenue for providing EV charging services to vehicle owners, and shall share a percentage of that revenue with the City under this model. Respondents will be required to provide details on their proposed EV charging station solutions, their proposed cost to customers (in $/kWh), and the proposed revenue sharing percentage with the City of Birmingham (e.g. xx%).
