Summary of Specifications:
Sealed proposals endorsed “George, Ann & Manchester Street Paving Project - Contract #2-10(P)” will be received from contractors by the City of Birmingham, at the office of the City Clerk, located at 151 Martin Street, Birmingham, Michigan, until 2:00 p.m. local time, on Thursday, April 1, 2010. The proposals will be opened and publicly read aloud at that time. Bids submitted after the exact time specified for receipt will not be considered.
The project will include installation of new public combined sewer, new asphalt pavement with concrete curb and gutter, and new concrete pavement, asphalt pavement pulverization and regrading, and asphalt overlay on three primarily streets within the City of Birmingham. Approximate quantities are as follows: 1,370 linear feet of combined sewers, 1,700 linear feet of water main, 2,500 linear feet of concrete curb and gutter, 835 sqare yards of concrete pavement with integral curb, and 2,300 tons of asphalt pavement, plus other work to make a complete project.
Bidders shall review and comply with all Contract Documents, and supplemental information, as defined in the Information For Bidders.
Plans and specifications for the project may be obtained from the City’s Engineering Department, located on the second floor of City Hall, beginning at noon on Thursday, March 18, 2010, for a non-refundable fee of $50.00 if picked up directly, or $65.00 if mailed. Plans and specifications may also be obtained in PDF format on disc for $15.00. Payment shall be in the form of a check made payable to the City of Birmingham, which must be received prior to mailing of plans and specifications. Overnight delivery will be accommodated provided arrangements are made for the shipping cost to be paid through the purchaser’s account.
In order to provide the City of Birmingham with Contractors and Subcontractors who will carry out the work in a timely and satisfactory manner, a fully completed Sworn Statement of Qualifications must be submitted to the Engineering Department of the City of Birmingham prior to the bid opening. This shall be done for the above project before the close of business (5:00 p.m.) on Monday, March 29, 2010. Copies of the Sworn Statement form will be sent by facsimile or email to prospective bidders upon request. The qualifications and list of references for the General Contractor and all Subcontractors to be used on the project will be reviewed on the basis of the proposed bidder’s past performance on work of a similar nature for the City of Birmingham and other owners. Those bidders and bidder’s subcontractors who are determined not to be suitable to bid on any work shall be notified in writing of the determination at least two days before the bids are opened. All prime contractors must obtain a set of bidding documents by Monday, March 29 at 2:00 P.M. in order to submit a bid at the bid opening.
A pre-bid meeting will be held on Monday, March 29, 2010 at 2:00 P.M. in the City Commission Room, Room 205, City Hall, 151 Martin Street, Birmingham, Michigan. Attendance is mandatory for general contract bidders.
The successful bidder shall be required to post bonds, and to comply with the contract requirements of the City Charter. Bids are firm, and no bid may be withdrawn for a period of sixty (60) days after opening of bids.
Procurement for the City of Birmingham will be handled in a manner providing fair opportunity for all businesses. This will be accomplished without abrogation or sacrifice of quality and as determined to be in the best interest of the City of Birmingham. The City reserves the right to reject any and all bid proposals, to waive any irregularity in any of the bid proposals submitted, and to accept any proposal which it shall deem to be the most favorable to the interest of the City.
A certified check or bid bond in the amount of five percent (5%) of the base bid must accompany each bid proposal.
