Sealed proposals endorsed “Oakland Avenue Paving Project #7-24(P)” will be received from contractors by the City of Birmingham, at the office of the City Clerk, located at 151 Martin Street, Birmingham, Michigan, until 2:00 p.m. local time, on Thursday, June 27th, 2024. The proposals will be opened and publicly read aloud at that time. Bids submitted after the exact time specified for receipt will not be considered.
The project will include resurfacing of Oakland Avenue and reconstruction of a portion of Haynes Avenue, both between Old Woodward Avenue and Woodward Avenue in downtown Birmingham. A relatively small amount of new water main and storm sewer installation is included for Oakland Avenue, as well as abandonment/removal of some existing water mains and combined sewers, and extensions of water and sanitary service lines. Partial and full-depth pavement repairs are included for Oakland Avenue, as well as new sidewalks and sidewalk ramps, isolated curb and gutter replacements, and new pavement markings. Approximate quantities are as follows: 110 linear feet of water mains, 91 linear feet of new sewers; 422 linear feet of new water services, 5,100 square yards of partial-depth milling, 900 square yards of full-depth pavement, 4,195 square feet of new sidewalks, plus other work to make a complete project.
Bidders shall review and comply with all Contract Documents, and supplemental information, as defined in the Information For Bidders.
Bidding documents for this project must be obtained electronically through the Michigan Inter-governmental Trade Network (MITN), which may be accessed at https://www.bidnetdirect.com/mitn. Vendors wishing to obtain copies of the bidding documents will need to register through the MITN website. Electronic versions of bidding documents will be posted to MITN starting Thursday June 6th, 2024.
The successful bidder shall be required to post bonds, and to comply with the contract requirements of the City Charter. Bids are firm, and no bid may be withdrawn for a period of sixty (60) days after opening of bids.
Procurement for the City of Birmingham will be handled in a manner providing fair opportunity for all businesses. This will be accomplished without abrogation or sacrifice of quality and as determined to be in the best interest of the City of Birmingham. The City reserves the right to reject any and all bid proposals, to waive any irregularity in any of the bid proposals submitted, and to accept any proposal which it shall deem to be the most favorable to the interest of the City.
A certified check or bid bond in the amount of five percent (5%) of the base bid must accompany each bid proposal.
