Summary of Specifications:
The City of Birmingham, Michigan, is requesting proposals from qualified consultants for updating the existing five-year Recreation Master Plan. Sealed proposals endorsed “Parks and Recreation Master Plan Proposal, June 14, 2005” will be received at the office of the Department of Public Services, 851 S. Eton Road, Birmingham, Michigan 48009, until 2:00 PM Tuesday, June 14, 2005. After such time, no further bids will be accepted and the proposals received will be publicly opened and read aloud. The proposal shall be for updating the comprehensive Parks and Recreation Master Plan for the City of Birmingham. The project may include: Inventory of existing City recreation facilities and programs, development of a Community Survey, determine recreation facility deficiencies in the City and strategies to address identified areas of needed expansion or improvement. Develop a summary for proposed action(s) and associated project costs. Also include the five year planning and potential funding sources. The City is requesting firms interested in this project provide the city with a description of qualifications and the following information: 1. The number of years your firm has been involved in planning field and your most recent projects, regarding Recreation planning especially those involving governmental entities in Michigan. 2. A list of the personnel and resumes of the individuals who would be assigned to this project. 3. Please provide references from municipalities or other governmental organizations that have contracted with your firm. 4. Please provide any additional information that may be helpful as it relates to your experience and involvement in Recreation Master Plans. Acceptance of any proposal made pursuant to this invitation shall not be binding upon the City until an agreement (see attachment A) has been signed by both parties and a written purchase order has been delivered to the successful bidder. The successful bidder will be required to execute the agreement as set forth in attachment A within 15 days of notification that they are the successful bidder. Should the successful fail to execute said contract, the City may award the contract to the next qualified bidder. All proposals shall specify terms and show completion dates. The Birmingham City Commission reserves the right to reject any or all proposals; to waive any informality or irregularity in the proposals received; and to accept any proposal which it shall deem to be most favorable to the interest of the City. Proposals must also allow for meetings with staff, boards, commissions, and general public hearings. Narrative included in the proposal must address the consultant's expectations for staff involvement as well. If deemed necessary by the City of Birmingham, allowances should be made for conducting surveys to assist with data collection. The successful consultant will be expected to complete all Department of Natural Resources’ requirements/guidelines for plan adoption in a timely fashion. A preliminary schedule for completion along with a detailed description of the process must be submitted with all proposals. The fee for these professional services must be identified as a "not to exceed" amount in all proposals submitted to the city. Please provide six (6) copies of the submitted proposal. The City of Birmingham is anticipating for this project to begin in July 2005.
