REQUEST FOR QUALIFICATIONS
SHAIN PARK IMPROVEMENT PROJECT CITY OF BIRMINGHAM, MICHIGAN
Sealed qualification packages in triplicate labeled “Shain Park Improvement Project – Architectural Services” will be received from prospective architects by the City of Birmingham, at the office of the City Clerk, located at 151 Martin Street, Birmingham, Michigan, until 5:00 p.m., on Tuesday, April 7, 2006. Envelopes shall be plainly marked as noted above and bear the name of the architect.
The project will include the construction of a two-level underground 210 space parking structure (estimated total cost $9.8 million) to make room for the City’s Civic Center park (Shain Park) to be expanded and improved (estimated total cost $2.8 million). Park amenities shall include a bandshell, water fountain, possibility of an ice skating rink and improved children’s play area.
Request for Qualification packages describing the project and legal terms for the basis of a contract may be obtained from the City’s Engineering Department, Paul O’Meara, (248) 644-3865, located on the second floor of City Hall, beginning Thursday, March 23, 2006, for a non-refundable fee of $10.00 if picked up directly, or $20.00 if mailed. Payment shall be in the form of a check made payable to the City of Birmingham, which must be received prior to mailing of the RFQ package. Overnight delivery will be accommodated provided arrangements are made for the shipping cost to be paid through the purchaser’s account. Upon receipt of qualification packages, a nine member panel will review the submittals and select the top three candidates who will then be invited to prepare proposals and be interviewed. Final selection of the architect is expected by May 17, 2006.
The successful architect shall be required to comply with the contract requirements of the City Charter. The City reserves the right to reject any and all proposals, to waive any irregularity in any of the proposals submitted, and to accept any proposal which it shall deem to be the most favorable to the interest of the City.
