Submit proposals in a sealed envelope labeled "Sealed bid" and marked with the project name and bidder identification. Proposals must be received by the Department of Public Works, not later than the time specified, at which time and place the proposals will be publicly opened and read aloud. The Proposal may either be mailed to the Director of Public Works at City of East Lansing, 410 Abbot Road, East Lansing, Michigan 48823 or hand delivered to the Office of the Director of Public Works located at 1800 E. State Road, East Lansing, Michigan. It is the sole responsibility of the Bidder to see that his proposal is received in proper time. Any proposal received after the scheduled closing time for receipt of proposals shall be returned to the Bidder unopened.
