Description

General Information
The City of Ecorse is requesting proposals from professional consulting firms that provide engineering, planning, and surveying services to complete a feasibility study to eliminate the highway-railroad at-grade crossings at Visger Road and Salliotte Road. The project will determine the feasibility of redesigning the crossings to improve conditions and restore community connectivity locally and regionally.
The City of Ecorse recently received a Reconnecting Communities and Neighborhoods Planning Grant through the U.S. Department of Transportation, Federal Highway Administration. The grant was awarded on October 23, 2024. Timelines are as follows:
Feasibility Study Project Begins: January, 2024
Feasibility Study Project Completion: by October, 2025.
Authorized Grant Award End Date: September 26, 2026

Submission Requirements
The bid should provide a profile of the company and specific profiles of the individuals assigned to the project. The proposal must contain, at a minimum, the following information:

Firm Profile
Resumes
Similar Experiences
Proposed Approach, Work Plan, and Schedule
Fee

All documentation from the Grant Award has been provided as a separate file. The awarded consultant shall be responsible for following all grant requirements within the documentation.
Proposer Warranties
The proposer will warrant that it will not delegate or subcontract its responsibilities under agreement without prior written permission of the City of Ecorse. Additionally, the proposer will warrant that all information provided by it in connection with this proposal is true and accurate to the best of its knowledge.
In the event that final feasibility study by the successful bidder are not acceptable to the City of Ecorse and U.S. Department of Transportation, the successful bidder shall, at its own expense, take the necessary steps to prepare and resubmit final deliverables which will be acceptable to the City of Ecorse and U.S. Department of Transportation.

The city reserves the right to reject any and all proposals submitted. The city will make the final selection of the consultant based on evaluation of all responses, qualifications, thoroughness and pricing. It is anticipated a selection will be made at the regularly scheduled council meeting in January. Proposers will be notified shortly thereafter.
