Farmington Hills is issuing this RFP for proposals to provide sewer line protection programs for residential customers located within the City’s geographical boundaries. The contract that results from this RFP will be a subscription-based contract awarded to the successful vendor (“Provider or Respondent”), based on the quality-based selection process detailed in Sections XI thru XVI of this RFP. The program will be marketed to the residential property owners by the Provider, who will then enter into policy agreements with such Property Owners as may enroll. The Provider will be responsible for the periodic billing of protection policy premiums to enrolled Property Owners, and for collecting such premiums. Farmington Hills shall have no role or responsibility in securing; implementing or enforcing the direct policy agreements with Property Owners; shall have no responsibility for any coverage required thereunder; guarantees no minimum subscriptions; and shall have no financial responsibility for the program. Alternates to this provision will be considered, as detailed further in Section V and Section X.4.
