Summary of Specifications:
SCOPE OF WORK: SCOPE OF WORK: 1: Kick-off Meeting and Data Collection Consultant shall meet with the Wastewater Service Group to review the goals and to confirm the schedule for the Wastewater Rate Study. At this meeting, the consultant will review the following data requirements: • Jackson’s current and recent past wastewater service rates and calculations. • Audited wastewater operation and maintenance (O&M) and capital budgets for the last two fiscal years. • Audited wastewater system revenues for the last two fiscal years. • Projected wastewater O&M budgets for fiscal years 2016/2017. • Projected wastewater capital improvement budgets for fiscal years 2016 to 2019. Identify funding source for each capital improvement (capital outlay, bond proceeds, etc.) • Outstanding wastewater bond principal and interest repayment schedules. • Projected wastewater bond principal and interest repayment schedules. • Breakdown of Township wastewater customers by flow and strength analysis. • Review of methods and charges to add additional outside-City customer communities. 2: Data Review and Clarification Consultant shall review the data collected under Task 1 and request additional data and clarification from the Wastewater Service Group, as needed.
3: Prepare Draft Water and Sewer Rate Study Once all of the necessary data has been supplied as given in Tasks 1 and 2, Consultant shall prepare a draft Wastewater Rate Study with Excel-based rate models. A multi-year projection shall be prepared projecting rates required to fund revenue requirements for future fiscal years.
4: Review Draft Water and Sewer Rate Study with Wastewater Service Group Consultant shall meet with Wastewater Service Group to present the draft of Wastewater Rate Study. Comments will be discussed in order to address them in the final Wastewater Rate Study.
5: Revise Draft Water and Sewer Rate Study and Present to Wastewater Service Group Consultant shall revise the draft Wastewater Rate Study to incorporate the comments obtained in Task 4. Consultant shall present the final Wastewater Rate Study to the Wastewater Service Group at a meeting in Jackson. All information shall be provided to the Group in hardcopy (10 copies) and electronic Excel format, including any tables and calculations, to better enable the Wastewater Service Group to perform future updates.
