Summary of Specifications:
Sealed proposals for Water Treatment Plant SCADA System Hardware Replacement and Control Room Upgrade will be received by the City of Jackson Purchasing Agent, 161 W. Michigan Avenue, 10th Floor, Jackson, Michigan, until 2:00 PM, Thursday, January 7, 2016.
The work consists of replacement of the entire WTP programmable logic controller (PLC) system (currently Allen-Bradley PLC-5 style) to Rockwell ControlLogix style and will utilize the Rockwell wiring migration kit wiring except for Filter Control Panels 1-4. Those panels will require complete subplate and interior panel equipment replacement. The main processor panel, well pump control panel, and high service pump control panel will utilize the wiring migration kit. A new transfer pump control panel is to be provided. Other contract work includes furnishing and installing new uninterruptable power supplies, 24VDC power supplies, fiber optic cabling, two new motor control centers, new furniture and tile flooring in the control room, security cameras, camera network panels, and associated hardware and camera software. The work consists of a base bid that includes the entire project along with three deductible alternates that are listed in the schedule of bid prices.

Prospective bidders are required to attend a MANDATORY pre-bid meeting on Monday, December 21, 2015 at 10:00 AM, Jackson Water Treatment Plant, 740 E. Mansion Street, Jackson, MI 49203. Any questions concerning contract documents or specifications will be addressed at this meeting. This will give companies contemplating submitting a bid a chance to examine the locations of the proposed service/goods and receive interpretations of the contract documents.
