2021 DWSRF PROJECT #7453-01: WATER MAIN REPLACEMENT
(AREAS 4, 5 & 6)

Proposals for the 2021 DWSRF: WATER MAIN REPLACEMENT AREAS 4, 5 & 6 will be received by
the City of Livonia, Michigan via MITN website (www.mitn.info) as owner until 2:00 P.M., Local Time,
on Tuesday, April 13, 2021 at which time said proposals will be opened and publicly read. The bids
will be recorded by the Purchasing Manager and the City Clerk. Due to building restrictions because of
the pandemic, bid opening results will be complete via Zoom meeting, posted to the MITN website.

The City of Livonia seeks proposals for the following:
2021 DWSRF Project Areas 4, 5 & 6: Water Main Replacement Project #7453-01 which consists of
Water Main Replacements, with associated restoration, proposed with pre-chlorinated pipe bursting as
the construction method.

The approximate quantities for some of the major items of work for this project are as follows:

Connection to Existing Water Main 16 Ea
Fire Hydrant Assembly 47 Ea
Gate Valve and Well, 8 inch 45 Ea
Gate Valve and Well, Rem 26 Ea
Water Service, Curb Stop and Box 508 Ea
Water Service, Type K Copper, 1 inch, Long 229 Ea
Water Service, Type K Copper, 1 inch, Short 279 Ea
Water Main, HDPE, DR-11, 8 inch, Pipe Bursting 19,027 Ft
Water Main, HDPE, DR-11, 8-inch, Directional Drilling 796 Ft

Instructions to bidders and specifications may be obtained by registering with the Michigan Inter-
Governmental Trade Network (MITN) at www.mitn.info. Bids shall be in accordance with the requirements of this notice in order to be deemed “responsive”. A Bid shall be submitted no later than the date and time prescribed indicated in the Advertisement for Bids and shall be submitted to the MITN website as directed. Late bids will not be considered.

All addendums will be posted on MITN Website. Any information not obtained from the MITN website
should not be relied upon. All bids must be submitted electronically in Adobe Acrobat Format.

Each proposal shall be accompanied by a bid bond on the Michigan Standard Form issued by an
approved Surety Company. Each proposal shall be accompanied by a Bid Bond in the amount of five percent (5%) of the proposal, as security for the acceptance of the contract. Bid Bond must be on the Michigan standard form and issued by an approved surety company.

Submit the completed Bid form, Subcontractor List, Statement of Qualifications, Legal Status of Bidder,
Project References, Iran Linked Business Certification Form, EGLE DBE Good Faith Efforts Worksheet, EGLE Certification Regarding Debarment and bid surety as directed by the information provided on the MITN website (www.mitn.info).

Additional Bidding Instructions

There will be a mandatory pre-bid meeting held at 2:00 pm on Tuesday, March 30, 2021. The pre-bid
meeting will be online via a Zoom call. Bids will not be considered from firms
not in attendance at the mandatory pre-bid meeting. Pre-bid meeting minutes will be
distributed as an addendum to the contract documents to all parties in attendance. The
