Electronic proposals for 2023 ASPHALT PAVING 23-A must be received by the City of Livonia by 2:00 P.M., local time, on FEBRUARY 14, 2023, through the Michigan Inter-Governmental Trade Network (MITN) Purchasing Group site, www.MITN.info, at which time the bids will be publicly opened and read. No physical bid submissions will be accepted and late bids will not be considered.
Bidders are to submit any questions by 2:00 pm, local time, on Friday, February 10, 2023. Questions should be submitted in writing to Enna Bachelor, Purchasing Manager, via email at ebachelor@livonia.gov.
Plans and Specifications will only be available online at the Michigan Inter-Governmental Trade Network (MITN) Purchasing Group site at www.mitn.info. Hard copies of plan and specifications will not be available for purchase. The Bidder is advised that in order to submit a bid on this project, the Bidder must download and complete the Proposal Form and include the required references and a scanned copy of their bid deposit with their electronic bid submission. The original bid deposit for the low bidder will be required to be submitted to the City following the bid letting.
Each proposal shall be accompanied by a certified check, cashier’s check, or bid bond executed by the bidder and Surety Company, in the amount of five percent (5%) of the proposal, payable to the City of Livonia, as security for the acceptance of the contract. Proposal Guarantee shall provide assurance that the bidder will, upon acceptance of the bid, execute the necessary Contract with the City of Livonia.

No bid may be withdrawn within one hundred twenty (120) calendar days after the date set for opening thereof. The right to accept any bid, to reject any or all proposals and to waive irregularities in bidding is reserved by the City of Livonia. Portions of this Contract may be deleted due to unforeseen circumstances without compensation. Acceptance of any bid does not constitute a binding agreement until a written Contract is signed by both parties.
The successful bidder will be required to furnish satisfactory Performance, Labor and Material, and Maintenance and Guarantee bonds. All appropriate insurance documents and information requested by the City of Livonia must be furnished by the successful bidder and approved by the City of Livonia prior to the commencement of the work.
