5-YEAR SANITARY SEWER FLOW MONITORING AND RAIN GAUGE PROGRAM
The City of Livonia is requesting proposals for the 5-Year Sanitary Sewer Flow Monitoring and Rain Gauge Program. The City of Livonia seeks proposals for the following:
The purpose of this program is to provide operation and maintenance, data processing, and web-based data delivery services for the City’s network of nine (9) sanitary sewer flow monitors, two (2) pump stations, five (5) high level alarms, and three (3) rainfall gauges.
Plans and specifications will only be available online at the Michigan Inter-Governmental Trade Network (MITN) Purchasing Group at https://www.bidnetdirect.com/mitn beginning TUESDAY, JULY 25, 2023, Hard copies of plan and specifications will not be available for purchase. Instructions to bidders may be obtained by registering with MITN at https://www.bidnetdirect.com/mitn.
Electronic proposals will be received through the Michigan Inter-Governmental Trade Network (MITN) Purchasing Group at https://www.bidnetdirect.com/mitn until 2:00 P.M., local time, on Tuesday, August 22, 2023, at which time the bids will be publicly opened and read aloud.
Bidders are to submit questions in writing by 2:00 pm, local time, on AUGUST 10, 2023, to the attention of Enna A. Bachelor, Purchasing Manager at ebacheclor@livonia.gov. No phone calls will be accepted.
Proposals submitted by Bidders who have been debarred, suspended, or made ineligible by any Federal Agency will be rejected.
Each bidder agrees to waive any claim it has or may have against the Owner, the Engineer, and their respective employees, arising out of or in connection with the administration, evaluations, or recommendation of any bid.
Each proposal shall be accompanied by a bid security in the amount of five percent (5%) of the proposal, payable to the City of Livonia, as security for the acceptance of the contract. A bid bond on the Michigan Standard Form, issued by an approved Surety Company, may be furnished. Bidder’s wishing to submit their bid security in a cashier’s check shall include a photograph of the check with their bid proposal. The City will make arrangements to collect bid securities after the bid opening.
All bids shall be opened publicly at the date and time specified. Each bid shall be recorded together with the name of the bidder. Bids shall be in accordance with the requirements of this notice in order to be deemed “responsive.”
Bids received via the MITN website by the specified due date and time will be publicly opened at the due date and time via Zoom. Vendors may attend the bid opening virtually by using the following credentials:

No bidder may withdraw his proposal within one hundred twenty (120) calendar days after the date set for opening thereof. The right to accept any bid, to reject any or all proposals and to waive irregularities in bidding is reserved by the City of Livonia. Portions of this Contract may be deleted due to unforeseen circumstances without compensation. Acceptance of any bid does not constitute a binding agreement until a written Contract is signed by both parties.
The successful bidder will be required to furnish satisfactory Performance, Labor and Material, and Maintenance and Guarantee Bonds. All appropriate insurance documents and information requested by the City of Livonia must be furnished by the successful bidder and approved by the City of Livonia prior to the commencement of the work.
