Executive Summary: The current City of Manistee Master Plan was developed and adopted on August 16, 2016. Per the Michigan Planning Enabling Act, every five years an adopted Master Plan should be reviewed, and a determination made if an update should occur. The City of Manistee Planning Commission is recommending a update of the 2016 Master Plan. The City of Manistee and Housing North have collaborated to apply for the Housing Readiness Incentive Grant in January 2024 and was awarded the grant in February 2024 in the amount of $33,000.00. Grant # HRI-2024-82-LEG. We want to use the awarded grand funds and we don’t have additional funds.
Purpose: The intension of this RFP is to obtain a cost estimate for updating the current Master Plan. The City will assist the Contractor in the guiding the Master Plan around a new format. A goal of the new Master Plan would be to set out objectives and strategies to manage development and change over time. A process that defines what is important about the City of Manistee and how its character and quality can be conserved, improved, and enhanced.
City of Manistee: Manistee is a city in the state of Michigan. Located in southwestern Manistee County, it is part of the northwestern lower peninsula. Manistee is the county seat of Manistee County, and its population was 6,259 at the 2020 census. This makes Manistee the fifth-largest city in Northern Michigan. Manistee is located on an isthmus between Manistee Lake and Lake Michigan, with the Manistee River bisecting the City as it flows west to the latter. Manistee is located along US 31, one of the major trunk-line highways of the state.
Structure and Responsibilities: The City Council is the governing body for the City of Manistee. The Council consists of seven members who serve two-year terms. Members are nominated by district but elected at large by voters. Elections are nonpartisan. It is responsible for hiring and overseeing the city manager, setting policy, and adopting ordinances and resolutions.
The Planning Commission was established under Chapter 250 of the Codified Ordinances and Chapter 1220 of the Codified Ordinances. Chapter 1222 of the Codified Ordinances addresses the adoption of the Master Plan. The Planning Commission prepares and adopt physical plans for the City and reviews development proposals, both private and public, as set forth in the Michigan Zoning Enabling Act, MCL 125.3101 et seq. and the Michigan Planning Enabling Act, MCL 125.3801 et seq. and acts in an advisory capacity for matters referred by the City Council.
Redevelopment Ready Community: The City of Manistee is a Redevelopment Ready Community (RRC). This program from the Michigan Economic Development Corporation (MEDC) helps make projects and processes easier for new development. Manistee City Council, City Boards, City Commissions along with Community Members, periodically review and prioritize redevelopment sites that are "project ready." The RRC program provides benefits to the community by providing pro-development standards and program resources to help with these priorities.
RFP Contents
Responses to this RFP must include:
- Brief written introduction.
- Firm history, experience, expertise, & current projects.
- Team members, including subcontractors, years of experience & areas of expertise. Summary and hyperlinks to master plans created for other jurisdictions within last 5 years.
- Summary and hyperlinks to relevant subcontractors’ work utilized in, public engagement, data collection and analysis, mapping and graphics, or engineering services.
- Detailed description of available strategies to solicit public engagement. Description of firm's experience, or consultants' experience, with each strategy.
RFP should look to include, but not limited to meeting the following requirements:
The Master Plan should be developed to meet the requirements of the Michigan Planning Enabling Act (Act 33 of 2008), Michigan Zoning Enabling Act (Act 110 of 2006), and other Michigan laws relating to the plan, while meeting the needs and desires of the residents of the City of Manistee.
Contractor Facilitation
The Contractor’s Staff will function as a facilitator and plan developer. The Contractor’s Staff will gather data and work with the City of Manistee Community Development Director, Planning Commission, and any other department or board necessary to synthesize the information to guide the planning process and policy. The successful applicant will be the primary point of contact for all questions regarding the plan development, gathering of data, and meeting facilitation.
Communication
It is expected that the Contractor’s Staff will designate a primary point of contact to the Community Development Director. Contractor’s Staff will attend Planning Commission meetings to disseminate information, perform analysis through the Planning Commission, review and receive public input, and perform document review and adoption. It is expected that Contractor Staff will attend at least four (4) City Planning Commission meetings, and two (2) City Council meetings over the course of the 12–14-month process.

- Utilizing the gathered and compiled data to develop an implementation matrix for goals, strategies, timeframes, potential funding source/partners, and responsible parties for achieving priority and secondary objectives.

- Complete ADA Compliant Digital Plan prepared for printing.
- Digital Plan Files and Maps in editable form
- GIS datasets in shapefiles and other filetypes compatible with ArcView GIS.

City Staff and members of the Planning Commission and City Council may evaluate the responses to the RFP and select a narrowed list of consultants to participate in an interview process. Proposals shall be evaluated based upon prior relevant experience, knowledge and expertise, creativity, methodology, Staff capacity, cost, use of partner subcontractors & references.
The City of Manistee is not liable for, nor will it pay any cost incurred by responding firms related to the preparation of proposals or the interview process.
