Bids submission can be delivered or mailed ATTN: Purchasing to City of Midland, Office of the City Clerk, 333 W Ellsworth Street, Midland, MI 48640. Bids will be opened publicly at that time and read aloud. Bids will later be evaluated for Bidder’s ability to provide labor, materials, tools, equipment, incidentals, and services required for the project.
