The City of Monroe is seeking bids from qualified individuals or firms to provide appraisals for a total of five (5) parcels. Appraisals are for properties identified for possible acquisition by the City of Monroe, Michigan (City) through a FEMA Hazard Mitigation Assistance PDM Grant administered by the Michigan State Police, Emergency Management and Homeland Security Division. The appraisals will be used to determine the current or other date-specific property value based on market value of residential, commercial and industrial properties. The value of a home, business or property must be established through an appraisal made in conformity the URA requirements (at 49 CFR 24.103).
Services requested will consist of the development of an appraisal communicated in an appraisal report made in conformance with USPAP (Uniform Standards of Professional Appraisal Practice), and the appraiser shall be certified in accordance with title XI of the Financial Institution Reform, Recover, and Enforcement Act of 1989 (FIRREA), and hold a current State of Michigan certified general appraiser license. No appraiser shall have any interest, direct or indirect, in the real property being appraised for the City that would in any way conflict with the preparation of the appraisal or any provision of USPAP. Compensation for making an appraisal shall not be based on the amount of the valuation.
