Summary of Specifications:
Sealed proposals for the construction of: GATEWAY BEAUTIFICATION PROGRAM will be received by the City Clerk-Treasurer in the City Hall at 120 East First Street, Monroe, Michigan 48161, until 10:00 A.M., LOCAL TIME, Monday the 12th day of September, 20 16. The bids will be publicly opened and read aloud by the City Clerk at 10:00 A.M., LOCAL TIME, the same day, in the City Clerk-Treasurer's Office. This project includes tree planting and landscaping work in three geographic locations: „h Location A: South Monroe Street ¡V City line to Second Street (Tree Planting) „h Location B: North Dixie Highway ¡V Elm Avenue to Spaulding Road (Tree Planting) „h Location C: Mark G. Worrell Park (Landscaping and Irrigation Installation) The City of Monroe desires to complete as much of this work as possible during the 2016 planting season ending October 15, 2016, though the overall final contractual completion date reflects the end of the 2017 spring planting season of June 1, 2017. Tree planting work for Locations A and B will entirely within the roadway right-of-way, while work at Location C will largely be in a public park located adjacent to the roadway right-of-way of North Custer Road near Cranbrook Boulevard. The Proposal and Contract Documents, including plans and specifications, may be obtained from the Michigan Intergovernmental Trade Network (MITN) at http://www.mitn.info. Bidders desiring a hard copy of these documents may obtain them from the Department of Engineering, 120 East First Street, Monroe, Michigan 48161 by making a deposit of FIFTY DOLLARS ($ 50.00 ) for each set of plans and specifications. IF PLANS ARE TO BE MAILED, ADD FIFTEEN DOLLARS ($15.00). No refunds will be issued for the return of any plans and specifications. The City of Monroe reserves the right to accept any proposal, to reject any proposal or to waive defects in proposals. A bid bond or certified check made payable to the City of Monroe in the amount of not less than five percent (5%) of the bid must be deposited by each bidder with his bid. This contract consists of work in three (3) geographic locations, and it is the intention of the City of Monroe to award as much work as possible as a result of this bidding. However, should funding constraints dictate, one or more locations are subject to deletion from the contract award, the City reserves the right to award individual locations to multiple contractors based on low bid pricing, or to delete selected pay items to bring the contract award into budget. There will be an optional pre-bid meeting that will be held on Wednesday, August 31, 2016 at 10:00 A.M. in the First Floor Conference Room at Monroe City Hall to provide bidders with the opportunity to ask questions. No bidder may withdraw his bid within SIXTY (60) days after the actual date of the opening thereof, but may withdraw it at any time prior to the scheduled closing time for receipts of bids.
