Summary of Specifications:
The City of Monroe has historically employed largely a “full service” Engineering Department, whereby topographic and construction survey, drawing preparation, design, project oversight, inspection, and testing were performed internally. For specialty projects (such as bridges, dams, airport work, etc.), for specialty or extensive materials testing (such as on Federally-funded projects), or for unusually high activity levels, the City has contracted with outside engineering firms for services in the past as needed on a project-by-project basis. Due to an upcoming retirement of the Survey Crew Leader position in early June where the position is unlikely to be re-filled, the City will be reconfiguring some of its personnel assignments both for this construction season and in future years. This will necessitate more extensive use of outside engineering firms to assist with regular duties. This solicitation is being made for the purpose of securing statements of qualifications from various engineering firms, which can then be employed for specific individual component tasks on a variety of smaller projects as needed at the direction of the City Engineer. While a specific term of service is not necessarily stipulated at this time, it is expected that the City of Monroe will select multiple firms for potential use during 2016 and one or more subsequent years without an additional solicitation. Individual consultant selections may still be made for project-specific work for larger or more complex projects, such as bridge work. Statements of Qualification will be accepted from single firms only, though firms shall be allowed to submit (and may be selected) even if they are unable to provide the full range of services that may be needed over time by the City.
