Sealed proposals for the construction of: LABOR PARK IMPROVEMENTS will be received by the City Clerk-Treasurer’s Office in the City Hall at 120 East First Street, Monroe, Michigan 48161, until 10:00 A.M., LOCAL TIME, Monday the 30th day of September, 20 19. The bids will be publicly opened and read aloud by the City Clerk at 10:00 A.M., LOCAL TIME, the same day, in the City Council Chambers.
The Proposal and Contract Documents, including plans and specifications, may be obtained from the Michigan Intergovernmental Trade Network (MITN) / Bid Net Direct at https://www.bidnetdirect.com/mitn. Bidders desiring a hard copy of these documents may obtain them from the Department of Engineering, 120 East First Street, Monroe, Michigan 48161 by making a deposit of ONE HUNDRED DOLLARS ($ 100.00 ) for each set of plans and specifications. IF PLANS ARE TO BE MAILED, ADD TWENTY-FIVE DOLLARS ($25.00). No refunds will be issued for the return of any plans and specifications.
This project consists of a complete renovation of the Labor Park area including demolition, earthwork, storm sewer, irrigation, parking lot construction and other site improvements (concrete and asphalt work), signage, pathways, landscaping, electrical service, and other related elements. Coordination will be required with outside parties. These include DTE Energy for removal and relocation of power poles and service, removal of existing street lighting and appurtenances, and installation of new light fixtures, footings, and service. The City of Monroe Water Department will abandon existing water main and service connections, and hydrants, and will install new service and hydrants. Water feature, playground, and pavilion will be provided and installed by others to various degrees, but will require coordination between the awarded contractor the appropriate vendor.
The City of Monroe reserves the right to accept any proposal, including any and all alternates, to reject any proposal, or to waive defects in proposals. A bid bond or certified check made payable to the City of Monroe in the amount of not less than five percent (5%) of the bid must be deposited by each bidder with his / her bid.
Bidders shall note that Prevailing Wage provisions apply to this contract, and are contained within Division J of the contract. In addition, since a portion of this work is being funded through Community Development Block Grant (CDBG) funds, additional Federal provisions will also apply as detailed in Division L of the contract and the Appendix.
No bidder may withdraw his bid within SIXTY (60) days after the actual date of the opening thereof, but may withdraw it at any time prior to the scheduled closing time.
