The City of Monroe, Michigan ("The City") is requesting statements of qualifications from consultant teams to provide project-based landscape architecture and related services. The City intends to select a team that will be called upon to provide services on a per-project basis for any project or service within the scope of Landscape Design for an initial three-year period. The term of service may be renewable for an additional two years with satisfactory performance, subject to approval of a revised fee schedule.
The size and scope of individual projects will vary, depending upon City need and priority as it develops and executes its Capital Improvement Program. Assignments will entail community outreach, design and project management.
Consultant teams are expected to include a Michigan-licensed Landscape Architect and civil engineer, and a qualified irrigation system designer familiar with both potable water and recycled water systems. The team will be selected as a whole, but the landscape architect shall serve as the consultant of record. It is not expected that individual members of the team shall be needed to work on all projects; appropriate members will be selected based on the scope of each project.
Examples of capital improvement projects and design projects that may relate to the services include:
• Labor Park Improvements
• Arthur Lesow Community Center Entryway Landscape
• Improvements in various city parks: Father Cairns Park (2019), St. Mary’s Park (2020)
• Improvements to downtown public spaces
• Gateway improvements
• Trail system expansion or enhancement
For each project, the selected consultant team will be provided a detailed scope of services which will be used to negotiate a not-to-exceed project fee based on a pre-approved fee schedule. The scope of work will outline specific tasks and the consultant will respond with an approach to the task, specific members of the project team, proposed fees and a schedule of completion. The City’s project manager will determine if the approach, schedule and fees are acceptable. Fees submitted for each project shall be based upon those listed in response to this request for qualifications.
