Sealed proposals for the construction of: MONROE CUSTER AIRPORT AIRFIELD PAVEMENTS, ENTRANCE ROAD, AND PARKING LOT REHABILITATION will be received by the City Clerk-Treasurer in the City Hall at 120 East First Street, Monroe, Michigan 48161, until 10:00 A.M., LOCAL TIME, Wednesday the 22nd day of June, 20 16. The bids will be publicly opened and read aloud by the City Clerk at 10:00 A.M., LOCAL TIME, the same day, in the City Clerk-Treasurer's Office. Aggregate, PG 64-22 (Parking Lot)920 TON The Proposal and Contract Documents, including plans and specifications, may be obtained from the Michigan Intergovernmental Trade Network (MITN) at http://www.mitn.info. Bidders desiring a hard copy of these documents may obtain them from the Department of Engineering, 120 East First Street, Monroe, Michigan 48161 by making a deposit of ONE HUNDRED DOLLARS ($ 100.00 ) for each set of plans and specifications. IF PLANS ARE TO BE MAILED, ADD TWENTY-FIVE DOLLARS ($25.00). No refunds will be issued for the return of any plans and specifications. The City of Monroe reserves the right to accept any proposal, to reject any proposal or to waive defects in proposals. A bid bond or certified check made payable to the City of Monroe in the amount of not less than five percent (5%) of the bid must be deposited by each bidder with his bid. There will be a MANDATORY Pre-Bid Meeting held on Monday, June 13, 2016 at 1:30 P.M. at the Main Hangar Building at Monroe Custer Airport. Bidders shall note that Prevailing Wage provisions apply to this contract, and are contained within Division J of the contract. In addition, since this work is being funded through Federal Aviation Administration Block Grant Funds, additional Federal provisions will also apply as detailed in Division L of the contract and the Appendix. The City is not likely to receive project clearance through the Michigan Department of Transportation (MDOT) until sometime well after July 1, 2016, so bidders are advised that they may not be able to commence work activities until as late as August or September 2016. This contract consists of work on the airfield and entrance road to Monroe Custer Airport and the adjacent parking lot for the ball diamonds at Munson Park, a City-owned recreational facility. As the ball diamond parking lot work is Federally non-participating, this work has been included as an “alternate” bid. It will be the sole decision of the City of Monroe as to whether to accept or reject this alternate work, though MDOT may require that award of all bid items must be made to the contractor with the lowest aggregate bid for all base bid work. No bidder may withdraw his bid within SEVENTY-FIVE(75)days after the actual date of the opening thereof, but may withdraw it at any time prior to the scheduled closing time for receipts of bids.
