Summary of Specifications:
The City of Monroe is soliciting proposals from vendors to perform initial investigation and present one or more repair alternatives that will return the courts to conditions suitable for competitive play for multiple seasons. Due to the possible range of repair products, work methods, and price points that may be available to reach the City's desired objective, conventional sealed bids are not being sought at this time, as the City intends to award a contract in its sole best interest after review of all available options. Proposals will be accepted from single vendors or teams, and multiple proposals may be presented by each project team. This request has been placed on the Michigan Intergovernmental Trade Network (MITN), and all clarifications or changes will be posted on that site as well. The City has a maximum amount of $40,000 in funding available to complete all work, though vendors should feel free to submit proposals for higher amounts if they believe that the budgeted funding is insufficient to properly complete the City's objective Vendors will be expected to perform, at a minimum, the following work activities under this solicitation: 1.Review background information provided and physical condition of existing courts to determine most appropriate repair option(s). 2.Provide a complete description of proposed work activities and be prepared to carry them out skillfully and on a timely basis if selected. 3.Propose a "Not to Exceed" cost for each presented repair option, which shall include any and all work to complete all crack repairs for all four (4) courts contained within the fenced area and any pavement that happens to fall just outside the fencing but is clearly related to the court surface. 4.Delineate past experience on similar projects, and list applicable references 5. State the expected life cycle of repair options proposed, and explicitly delineate any material or workmanship warranty periods that will apply to the contract work. 6. Include a description of long-term preventative maintenance requirements for the repair option(s), if any, which will require City of Monroe staff work in subsequent years. 7. Present any applicable contract terms and conditions. 8. Provide liability insurance in the minimum amount of $1,000,000 per occurrence and $2,000,000 aggregate, and acknowledge this requirement in the proposal. 9. Submit a 1-year maintenance bond to the City (or certified check) for 25% of the value of all work upon project completion, and acknowledge this requirement in the proposal.
