The City of Monroe is soliciting statements of qualifications to assist with design and construction administration services for removing dam #4, relocating a 15” sanitary sewer, and river restoration on the River Raisin in Monroe. This project is the first of a likely two-part project to remove low head dam #4, relocate the existing 15” sanitary sewer, coordinate community engagement sessions, and complete future habitat restoration efforts via future grants in Monroe. The consultant team for this project will be expected to conduct field investigations, prepare construction documents, permit applications, provide construction oversight, and assist with Federal grant administration duties for this project. The City of Monroe has received notice of a National Oceanic and Atmospheric Administration (NOAA) grant award to the City of Monroe in the amount of $3,029,980 and anticipates recommending accepting the grant at the September 16, 2024 Monroe City Council meeting. Assistance for submission and obtaining the NOAA grant was provided through other grant funding with assistance from Environmental Consulting & Technology, Inc (ECT). For review of the supporting documents and in consideration of the NOAA grant agreement and to follow / comply with the grant agreement contracts/subaward process, ECT is listed in several documents. For review of the documents, ECT can be replaced with “Consultant” for the related tasks, efforts, and funding identified in the supporting documents for the RFQ. It is desired to select and recommend to the Monroe City Council award of the consultant for the project at their October 7, 2024 meeting. The selected consultant shall meet all grant requirements.
