The purpose of this request for proposals is to identify a consultant that can complete an update of the City of Monroe Parks and Recreation 5-Year Master Plan. Components of such plan include a community description, administrative structure, inventory, description of planning and public input process, goals and objectives and an action program. The update shall be compliant with the Michigan Department of Natural Resources’ Guidelines for the Development of Community Park, Recreation, Open Space and Greenway Plans.
The City’s goal is to have the Parks and Recreation Plan adopted by the City Council on or prior to its regular meeting on Tuesday, January 22, 2019. This would provide sufficient opportunity for the City to submit the plan to the Michigan Department of Natural Resources for its grant application period in 2019. As such, the anticipated timeline is as follows:
- Contract Award – June 18, 2018
- Phase 1 – Project Initiation – July, 2018
- Phase 2 – Research and Analysis, Needs Assessment, Public Outreach #1/Survey – August through September, 2018
- Phase 3 – Prepare Preliminary Recommendations – October, 2018
- Phase 4 – Public Outreach #2, Parks and Recreation Commission Meeting, Citizens Planning Commission Meeting – November, 2018
- Phase 5 – Finalize Plan and Presentation to City Council, Draft Plan Available for Public Review, Public Hearing – December, 2018 – through January 22, 2019
At the close of the project, the selected consultant/project will:
- Meet all of the requirements necessary for successful submittal to the Michigan Department of Natural Resources
- Provide an electronic copy of the updated plan suitable for reproduction and publication on the City’s web site
Provide five (5) original copies of the finished plan and associated documents and exhibits
