Description

SUMMARY
The City of Port Huron is requesting proposals from qualified firms to create a no-fee public wireless (Wi-Fi)
network within its downtown business area. Installation and maintenance of the wireless network will
be funded by the City using Community Development Block Grant Coronavirus (CDBG-CV) funds from
the US Department of Housing and Urban Development (HUD). City owned buildings and City owned
street light poles will be made available for use. The scope of services includes the following: (1) system
design, (2) equipment and licensing provision, (3) Internet Service identification and/or provision, (4)
installation, (5) the warranty necessary to create a public Wi-Fi network in the Downtown Business area,
and (6) system monitoring, maintenance and upkeep. As identified in the Coverage Area Map (Attachment
1), the City has identified a priority project area (outlined in yellow) where the provision of Wi-Fi is the focus
of this Request for Proposals. The coverage area is defined as follows:
 Along Huron Avenue/Military Street
 From Glenwood Avenue to Oak Street
The system is expected to provide a strong signal to the outdoor areas of the entire coverage area.

The Request for Proposal shall be obtained from the Michigan Inter-governmental Trade Network (MITN)
website by BidNet Connect, Located at https://www.bidnetdirect.com/mitn. By submitting a response to this
solicitation, the Proposer accepts the responsibility for downloading, reading, and bidding by the terms and
conditions set forth. Submissions to be considered, please submit one copy of the proposal in an envelope
clearly marked “City of Port Huron Downtown Broadband Project” before 2:00 PM, Tuesday, January 10,
2023 to the City Clerk’s Office, Municipal Office Building, 100 McMorran Blvd., Port Huron, MI. 48060.
Proposals will be publicly opened at the time stated above. Any questions must be directed in writing to
thomasj@porthuron.org no later than 4:30 PM, Tuesday, December 20, 2022. The City will issue a response
on or before 4:30 PM, Thursday, December 22, 2022. The response will be in the form of an addendum,
which will be available on MITN.
Sealed proposals will be received by the City of Port Huron, Michigan, by mail or in person to the City Clerk's Office, Municipal Office Building, 100 McMorran Blvd., Port Huron, Ml. 48060 before 2 p.m. on Tuesday, January 10, 2023.
The Request for Proposal shall be obtained from the Michigan Inter -govern mental Trade Network (MITN) website by BidNet Connect, located at https://www.bidnetdirect.com/rnitn beginning Tuesday, December 6, 2022. All Pro posers shall obtain the complete RFP, including all posted addenda, from the City of Port Huron via MITN.

The City of Port Huron reserves the right to reject any or all proposals, to waive any defects or irregularities in the proposal, and to accept any proposal which is deemed most advantageous to the said City's interests.
